Making Ammo Count
Just had a thought which for some reason I haven't had before. What if ammo was only restored when you returned back to town? Kiting would be less effective against AI, AI range stacks would still be dangerous, and ammo count would suddenly be something you paid attention to.
I think ammo cart would have to be changed to only give double ammo or something, otherwise it would be even more egregious than it already is, but this would actually give you the ability to nerf ammo cart, because right now if it only gave double ammo that is basically the same thing as infinite.

I think the problem is most units have too many shots.
For units with only 4 or 8 shots, Ammo Cart can be crucial.
For units with 12 - 32 shots, Ammo Cart is useless most of the time.
Maybe Arrow Towers should also have an ammo count, 12 each with citadel, 24 each with castle.
Then they could also benefit from Ammo Cart.

Well, I do agree that the standard ammo count is surprisingly high and due that the ammo cart pretty much extremely niche, expect for very specific units. However, I don't really see how the gamelay would really benefit from the change? Overall, that would be a really big nerf for certain towns that really like to utilize their lower level shooter stack, such as Castle, Tower and Inferno. Now, I don't think neither Tower or Inferno need more weight in their backs. And what happens when hero receives more units of the same kind? And the control spells would be even more crucial, as simply using TP would trivialize the change.
I could see that as a fun niche for certain map, thou.
