Weeeeeell, AFAIK Buka never released WoG on a cd, not even in homm platinum (all homm1,2,3 in a single box). But again, I may be mistaken. The point is that Buka is the official homm localiser and it works directly with 3DO. 3DO even didn't allow Buka to post 22 best maps (according to the Heroic Corner's contest) on its Winds of War CD; I can't even imagine Buka releasing WoG officially. However, 2 of our Russian gaming magazines have done it - officially, that is, with the WoG developers' agreement. These 2 magazines are "Igromania" and (if I'm not mistaken) "Game.EXE" - if these names tell you anything 
Besides, our Russian software pirates have released WoG on a cd a loooong time ago. Those versions are mostly quite old and, of course, unofficial.

It depends on what the mod does and whos making it. For example Counterstrike for Half Life that was orignally a mod and they are getting sold from serria.
But something like WoG can be sold because its not a modified version of Heroes III, its an addon and doesn't modify how hereos III workes or else you wouldn't be able to play the original (Well thats what I think)
