What Daystar meant is that all those new factions aren't really in the game (and they probably won't be there ), those are just things that the fans here would like to see in the game sometime in the future.

1. Tower - Ice race
2. Crepuscular Woods - The Werewolfs
3. Cave - Cavern Faction
4. The Skull Islands - Pirate Race
5. Hive - Insect race
6. Treasure - Later, today
7. Settlement - Orgs and machines
8. Conflux - Elemental race
9. Swamp - Swamp race
If some of you have an idea for new town, I'm waiting

I have not said too much in this discussion so far, and I won't say much now either, I just have one question for you:
As I understand it, these demi-towns are intended to be neutrals-only, in that respect that you can't choose this as your starting town. Of course, if you conquer one of them, I suppose you'd have access to recruiting these units, but it's still not a proper town.
Now, I have a problem with units that are Neutral, or Semi-neutral as we might call them. Neutral units can be fun in the game, but they are rarely important for the game, because they will never constitute the core of your army, but only something that you take in temporarily, until something else becomes of greater use - because your number of neutrals will generally be constant or only slowly growing through dwellings etc.
And here's the question: Don't you think it'll somehow end up being wasted work to add a feature like this to the game, which might be fun, but never defining for the game? Or to put it in another way, wouldn't it be better to focus on proper factions - with castles, Hero classes, etc. - which might end up being of more importance in the game?

We have 4 neutral creatures in Heroes 1, 9 in Heroes 2, 19 in Heroes 3 SoD, 26 in Heroes 4 WoW. In Heroes 5 HoF we can see only 9 neutral creatures , I think - this is not enough. Maybe these neutral towns, are only for fun, it will be interesting to play with them...
For the "proper factions" it will be good, but we all know, which are they in the next addon we will see the orgs, maybe the nagas, unfortunately there is no plase for proper faction like Ice town or werewofls faction, but it is better if those factions are neutral...

I'm not sure I understand your arguments, but maybe that just because I don't like Neutrals (and never did in any of the games). You say that 'it will be interesting to play with them' - but you can't select these towns as your starting town - right? And when you say that 'there is no place for proper factions like the Ice Town and Werewolf Faction' I would like to know what you mean about "place" (geographic room for them on the map, or something else?) - and in either case on the latter, why would there be more "place" for these demi-towns?

To be fare, i think that mini-towns are good, it adds a certain twist to the game, like buildings in the mini-towns,
e.g. you can not build a capitol in one of the mini-towns?
although it would be hard to put them into the game, think about, in the scenrios that you make, you chose the amount of towns, what about mini-towns?
a thought, how about this, say that like in WW1 or even HoF. Factions have treatys with the other factions, saying that they wont attack them and will help them in a war. How about it if these mini-towns had alliances with each other?
It would be an interesting campaign, E.g. say if Dungeon attacked the Hive? then all the other mini-towns would come together and defend them selves
