Defninitely agree. Most of all I would like to be able to import .jpeg or .bmp images for custom heroes. Usually the hero portrait is just a simple image file. Baldurs Gate permits players to add images.
Modability should be disabled in multiplayer to prevent cheating, but there could be a window that opens at the start of the game saying "do you accept the modifcations set by the host player?" where all other players answer "yes" or "no." If one player says "no," the game must ignore modifications.
All mods can be stored in a directory. Images for heroes (and perhaps artifacts) and one text file listing all mods chosen by the player (mods to hit-points, costs, resource income, or any stats). This would be easy for the developers to add this option, because they probably already have such a thing for their playtesting.
At the very least, permit single player games to use mods, and permitting imports of Hero portraits is long overdue (maybe that was available in HOMM4, which I never played).
And make magics more varied. What's so hard about programming, say, lightning bolts of slightly different strengths? Warlock castles would provide more "punch" in their Mage Guilds' damage-type spells, while healers and good-guy types would have more effective healing and defense spells in their Mage Guilds. I'm not talking outrageous changes, but maybe 20%-40% differences, plus or minus, depending on the type of town where the Mage Guild is.
"Yes" to mods, all the way, as all games should be. People are still playing Civilization II because it permits wholescale modification, which keeps the game "fresh," and it would take little work by the developers to give us modability, and we the buyers would get our money's worth. I'd pay 50% markup on any game allowing lots of modifications, and I'd advise the developers to use "modification" as a selling point when they market the final product. Lots of us gaming geeks would pay extra $$$ for modability.
