Both, but its not out yet, August 28th is the official date. It has been mentioned in Game Trade so distributors and interested stores know about it. And it is definitely available online through DGA directly and several other online retailers that I have found.

Is that date for America only or will the date be the same here in Australia?

As far as buying, it's going to be mass market...WalMart and Toys R Us were mentioned, and other crossover stores like EB Games or Gamestop might carry it too.
However, always remember to support your local game store too!

Starter sets and different tiles...
How does one get different tiles? I've seen it mentioned that the starter set comes with seven tiles, and that you can buy other starter sets to add more tiles, up to 28 different tiles.
How do you know what tiles you are getting in a starter set? If I buy two starter sets, am I guaranteed to get 14 different tiles? Or will they be doubles of each other? Will tiles be sold seperately? Are the other game components the same other than different tiles?
Should I buy one starter set and a bunch of boosters, or two starter sets and just a few boosters?
Any help would be great!

There are 4 "groups" of tile sets with 7 tiles each. When you buy a second (or 3rd or 4th) starter you could potentially get a duplicate group and you have no way of knowing when you buy it. However there are 3 things that can alleviate this a bit.
1. There is nothing preventing you from using the same tile twice in a game and some maps could be pretty interesting due to some duplicate tile use.
2. Other players will possibly have duplicate sets also and probably be willing to trade 7 tiles for 7 tiles to eliminate their dupes too.
3. If you buy a case of 6 starters you will get all 4 groups plus two extras. That is the safest way if you don't plan to trade and if you can afford it. I plan to do this option because I like the idea of having a wide variety of map tiles and I can get more cards this way as well.

I haven't found any stores that stock it, if anyone knows which stores in Australia (particualrly Adelaide, South Australia), I will be grateful if they let me know...

No one should be stocking it yet. Not sure if you were checking if they plan to stock it or not, which at this time would be all they could tell you.
DGA lists at the bottom of their website a link for Retailers. That list contains the overseas distributors and has a New Zealand distributor on the list named Pixelpark. I am not sure if there is a different distributor for Australia but that might be a place to start. If your store orders from that distributor then they can probably put a pre-order in for the product, just let them know you are interested in buying it. The more requests they get, the more likely they will be to order and stock it once it comes out.
