Dead Forums
In HC, there are many dead forums.
Heroes 5 - Modders Workshop
The War Room of Axeoth
MapHaven Guild
Age of Heroes Coliseum
Turban Tribunal
In these forums, as you probably noticed, there's average of 2 or 3 (sometimes 1) posts on a week.
The problom is not about the entreces to HC.
Becuase there is a large (and good  ) comminity in HC.
But people never get into those forums.
And I checked it:
not just the number of the replies doesn't increasing, also the number of the views.
Just for your attention.

turban tribunal is usually active when there are problems in the community or when there are new changes to HC
new changes in HC are posted on the AOH site and there are no problems in the community. so its alright

Hence, a quiet Tribunal is something of a plus. It's a sign that most people are satisfied with how things are running. It shows that noobs are getting along well without getting gangtossed by inhumane vets.  It means that there aren't any aimless (e.g. argument) threads that will irk Lich King and draw him towards the "lock" button.
It's a generally happy time, kids.

Heroes 5 - Modders Workshop: probably people have not had any ideas for possible mods or anything, or maybe people are just happy with the game now with some of the mods that have been suggested before.
The War Room of Axeoth: Like GG said, card games don't always last, so I am guessing this one didn't last aswell.
MapHaven Guild: Probably noone has had any time to make any moore maps or anything like that, or maybe it is because people are too busy with HOMM5 to create anymore maps.
Age of Heroes Coliseum: Probably because the ITCT thing is finished now (I think) and noone has anymore ideas for an ITCT thing, cos it has finished I think , although I saw one recently which was given a QP, genielord's thread if I am not mistaken, but this place would be good if perhaps a little more activity was inside it again 
Turban Tribunal: Probably everyone is fine with the way things are going here, and noone has anymore suggestions or complaints becausxe like I said, everything is fine.
If people do have any suggestions or complaints regarding this forum as a whole, then ofcourse they will post it here and perhaps a little more activity will go here.
The reason as to why Tribunal does not get that much activity, is probably because it is just a place to discuss things regarding this forum, not discuss things like HOMM series, or other games, or real life things or just random other things which might be located in the Tavern or Volcanic Wastelands.
People are pretty happy with how things are going here, hence why there isnt much activity in Tribunal, if there was anything that was bad here or any possible enhancements could be made, then ofcourse this place might get some slightly more activity, but this isnt a HUGE discussion area, so yeah.
