because cleansing is useless if you have what to cure ... on the other hand Puppet is game-breaking if you cannot cleanse it

Well.. I agree that Puppet is da power in general and on arena as well. For example, with necro here in 1 or 2 match-ups Puppet in guild means 80/20 for winning the game and, reversed, no Puppet means some 30/70 of losing the game.

But:
1)still Pupet is part of the game and is not uber-cheatspell like Divine Vengence (actually there were more discussions about banning on arena Word of Light/Curse of Netherworld). Having Puppet by far not always will mean victory.
2)if everyone has cleansing, then no need for Puppet on the map at all

I disagree... you can still use puppet master succesfully , even if cleansing is available, by using the ATB in your favour.
Imagine this setup : Puppeteer Hero, followed by big stack of powerfull creatures on ATB ... no time for cleansing here

If you are really focused, you can even set the ATB in your favour, by using mass spells / "sorceried" spells / hero attack / special hero abilities , so you place your hero where you desire him to be in order to get a good Puppet

I see arena as the non-creeping heroes game. It should be as close to the randomness of a full game as possible, otherwise just make all spells available for all schools. I will find it pretty boring this way and don't think i can find a way to apply the things  you get in an arena in a full game, since in a full game you have low chances to get every spell. The same thing can be said about the artifact merchant. If the opponent gets better artifacts well... , this is exactly what it could happen in a real game. And it's ok with me... learn to fight with what you get.

Ok, ok, agree
Yet main argument here is more along the lines of what samiekl said. As author of this whole thingie once said, main aim is to duplicate situation on random map around week 6 + doing cuttings/addings for some factions for the sake of balanced gameplay + removing only those things that are total cheats or total gamebreakers (like DV or +/-20% to ini arties).

on a normal map, there is a very small chance that you don't get cleansing , if there are 2-3 towns for each side.... puppet master on the other hand is harder to obtain , since you need level 5 guild

but that is not the point ... I just consider it a good move in order to make the map even more balanced

Maybe removing regeneration from the guild instead of giving free cleansing to everyone , would do the trick , since it is totally useless
