I mean right now Jack is out in the wilderness, headed to the coast. In roughly an hour (from the rest of the party's perspective) he will encounter the Murkrow and his Tentacool, and about the same time we're scheduled to meet the fence he's going to start on his way back. He is waiting on us, which is why I gave him that NPC to run.

Erm... so... when shall I realize this is the boys' Poochyena? Or is it not? As it has a pink collar which seems to insinuate that it's a girls.... or it's a girl Pooch... Either way I am confuzzled and am debating on if I should do something sneaky or wait for Mina to verify

I probably shouldn't be dropping hints...but I'll do it anyway.
Ask some leading questions of the fence ('where did you get that thing' is a good start), try to convey a description to Mina while she's battling, check the collar for a name (I noted in the description it has a tag), or just stall for time until Mina finishes her battle.
Or you could just try to knock the fence out and not bother to verify the Pokemon's identity at all; after all, you do know this person is trying to sell Pokemon without a license, and doesn't seem to be taking good care of them. Up to you.
Also remember you have a Pokedex for things like the Pokemon's gender.

Alright, super duper updated wants list:
1. Scyther (actually Scizor if at all possible, as this is my favorite pokemon ever)
2. Froslass... still. 'Cause she is the prettiest of all ice types (my favorite pokemon type).
4. Umbreon, 'Cause everyone loves themselves an eevee!
