I think it loses it's femininity when it's sized down like that. Maybe try cropping the face & shoulder area and see how it looks?

1) I resize it with Photoshop (something around 80x80 is fine), and then apply some sharpening filters to make it look better in small version. I save the result as .bmp
2) I open that one and save it with IrfanView as .jpg, with different Quality values (I try until I find the highest quality I can use so that the image is below 4 KB - for this one I had to set a quality of 84, for example. For others, it can get to 91 as well; depends on the image)
NOTE: Photoshop saves the .jpg files BLOATED meaning that they're very big in size for NOTHING - it adds junk, so it's not a good way to save avatars - that's why I use Irfanview

Or you could just use JASC Paintshop both for resizing and exporting with the "JPEG optimizer". IMO it is better, cause it takes a while to calculate & "optimize" it

You can apply with Paintshop sharpness too but using Bilinear in resizing is usually sharp enough (ok not always).
