Might want to reconsider race. A Djin race would be one of the least 'effective' characters due to its being a purely magical creature. With magic going wild, evoking even one of it's natural abilities could kill it...or worse.
Note : I don't have an issue with some of the more 'exotic' races being played. Just don't be suprised if abilities don't work as they should, at all, or even backfire. And heaven help anybody who wants to be a dragon  .

Name - Bobo the Dragonman.
Description - He recently attempted a polymorph spell that went bad, turning himself into a weird dragonman hybrid. He has scales, a tail, and wings like a dragon, but he's got arms, legs, a torso, and a face like a person. He can still fly, similar to that of a gargoyle.
Race - Dragon
Class - Rogue (afraid to use his magic, he decided to take up the arts of stealth, those clever hiding fellows always annoyed him greatly, so he felt it better than warrior)
Alignment - Chaotic Neutral

Well for instance. He could be trying to use his fire magic and end up freezing himself and everything around him. . And interesting character RSF. Keep in mind that Dragons are even more magical then Efreets and well...could get nasty.

Yuri remembers the old days, when the world was still beautiful. Actually his restorating powers granded him eternal youth. The only cause to survive the war, was that he was hidden in the mountains. He feel guilty that he never helped to the good side with his spells.
Now he is tramping across the world with one aim - to collet as much of the old knowladge as possible, to find the lost Sun Altar and restorate his homeplace - the Great forest. But he doesn't even know if there is still an altar...
Equipment:
Weapon: Staff of the Ivy King - it was staff of the forest's king. Shortly after his death, Yuri managet to save this artifact and now he use it as own.
Armor: Normal light leather armor
Other: few scrolls, found by Yuri during his journeys. Some magical ingredients...

As for class, since swiftblade/untouchable blade doesn't exsist..I take it you mean a fighter who specializes in rapiers? Or did fourth edition add a couple classes I don't know about? Though everybody is not starting level 1 (equivilent of level 6 for everybody OR 3/3 or 2/2/2 for multi class).
As for starting with an artifact, I honestly am not so hot on the idea. Yeah, they are not working as they should, and can be as danagerous to the the user as anything else, but still not so sure about it. I'll allow it for now..since it can stop functioning at all if need be.

I will give out exp which will level the characters. Either 1 time a month, or after something big has went down.
Yes RSF..there is a way to 'reboot' the ecosystem and save the planet. Not going to say how..but it is possible. Just as there are organizations that are trying to exploit the current circumstances. However, there is no uber powerful being trying to take over the world or anything like that.

NANANANA MAGICAL BEINGS, MAGICAL BEING NANANANA... Seriously, you can't chose ANY race without it being "Magical Being" cause, EVERYONE can be spellcasters so EVERYONE is magical.
Also about classes: I just chose from this list.

True. Humans are the only 'safe' ones. Elves and Dwarves are safer then some of the others however.
