Challenge:
Show us the most ridiculous proposal for spam prevention outside of the Wastelands. Include graphs and statistics or something if you like.

Members can vote as to whether or not someone has been spamming. If a member receives votes from enough different members over a given period of time, that member will be spam-silenced.
Whenever a member attempts to post while being spam-silenced the HC database will change the members post which to a Spam-Replacement Post. The HC database will contain numerous Spam-Replacement posts that will are not only funny, but also embarrass the member. Any posts that are Spam-Replaced cannot be edited by the user.
Moderators will adopt the policy to penalize all posts that appear to have been spam-replaced, without warning or explanation.
This will be compounded with there being no way to tell if you have been Spam-Silenced as well as your flood protection being removed while you are Spam-Silenced.
What does this mean?
Tired of someone's spam? They'll get at least one penalty. If they are spamming recklessly and not reading their posts after they make them, then they'll receive a few before they realize it.
If they are a noob that hasn't read the CoC, then they'll continue to attempt to make posts in an attempt to ask why their posts are being changed.
If you are feeling particularly sadistic, you can tell them that sometimes the server glitches and you just have to make X number of posts before it will stop. That member will receive a ton of penalties and get banned as a result.

Lol, both are very good but I like RSF3's spam replacement examples a lot. And I don't like Mightymage's idea of special members having to pay. 
My vote is to RSF3.

Hmm... I think I'll go with MightyMage's, the entire profit idea could finally allow us to hire a lobby team and send it to the White House (lobby being the diminutive of "lobster"  ).
