ICTC 4 - The Fair
The Fair
Setting/World: Ashan (Not sure yet, but it's probable...)
aka: The wandering Folk, The Gypsies, The Colourfull
Worshipping:: Everybody can worship almost anything or anyone he wants, so there are many different worshippers, but the worshipping of Demons or Urgash is seen as rather stupid and you get punished if you are caught in doing.
Main Race/s: Humans, Half-Elfs, Gnomes, Dwarves...nearly anyone can become a member of a gypsy clan, but those four races are the ones who do most often.
Capital: The Great Fair, Iving
History:
In human history, there have allways been those who did not decide to stay where they was born: The travellers, the explorers, the nomads. And another group that fits here - the gypsies. The original gypsies were a human clan, banned from their homelands, which first tried to fidn a new place to dwell. But they were never wanted and after some generations, they had nearly forgotten about dwelling in one place allways. They named themself 'Liria', meaning 'free' in their mother tongue, but at most places they would only be known as "Gypsies", "homeless" and more, much less nice, names.
As history evolved around them, the gypsies had their own history. Families seperated and joined again, some travelled there, others there, and other people, also from different races joined the gypsy caravans. But the history wasn't nice to this folk. Earning their money with less-liked jobs, or often working as circusses, they were msitrusted and sometime seven hated. Several huamn kings banned gypsies from their lands or even tried to kill them - but they were never succesful.
Yet the gypsies saw, that sometimes, tehy woudl need a shelter they can return too, especially when they get old. And on a meeting of many gypsy clans, the first Fair was founded. A fair is a kind of 'town', not nearly as positional as a usual city, and, mostly, very open for visitors. But mainly, it is a palce for meeting and staying for the gypsies.
The first fair was found right at the meeting and they named it 'Rind' (=decision). Many stayed right there and built it up a sa temporary town, but others went away to tell other gypsies of the decision, and slowly, during the time of a couple of centuries, fairs had began to spread over the map of Ashan, some open and well-known even by non-gypsies. Others secretly hidden in deep caves or in mountain vales.
There never was a united kingdome of gypsies- it's against their ideology and order, but there had been some wars in which many clans, and many fairs, fought together agaisnt soem enemies. Right now, it is rather peaceful for the gypsies, but this may change within weeks - one catastrophe or unsolved murder and again the gypsies will be blamed. But they will not go down, for they are tough and spread, and their strength is their flexibility.
Hirarchy:
Originally, their is only a family and a clan hirarchy, and no hirarchy between the clans, but in acertain place, like the fairs, soem kidn of order is necessary. So every fair has a 'director', a kind of mayor, that's elected all three years by all gypsies there at the time of election. The same director can not be elected more than three times for the same fair, but it's usual that after this nine years, a director simply goes to a different fair and becomes director there - who was so good to be elected two tiems again, so is the motto, should be good enough to be elected again somewhere else and do good work there, too.
The director is assisted by the fair council, nine selected, honoured gypsies living in the town.
Normally, there is no direction over more than one fair, but of course, some directors, and some clan kings, have so much influence, that they practically have several fairs on their sides. And in tiems of great danger, all fairs willing to do so can select a "War Kign" or "War Queen" as a leader for battle.

Quotations& Background:
"We are never homeless:
we carry our home in our hearts.
We are never alone:
we now there are many of us.
We are never loved:
we are feared, for we are free.
We are never enslaved:
Our mind can allways flee."
Part of the "Song of the Free", a very popular song amongst the wandering gypsies.

Description:
There are a lot of gypsy clans, some bigger, some smaller, some influentious, some almost unknown. Their kings and queens, princes and princess' are, therefore, far-spread and numerous. They have a lot of duties for their clan, but one of their duties is also the defense of their clan and all other gypsies - this is a part of their loose honour code. Therefore you can find a good number of clan leaders in the service of the director of a fair - or in alliance with them, since a clan leaders' power can indeed be bigger than that of a director, for a clan can be really big and far spread, and just by tradition the clan leaders are more respected.
In battle, the clan leaders are as different as the clans they represent. Some are really offensive, others tend to defense, and yet others are excellent csaters supporting their troops. When you are fighting a clan leader you can not know whicdh tactic he or she is gonna use, which can make winning difficult.
