Now tell them that they are uneducated and you will have a civil war. As for punishing them it does not bloody work. The jails are already full and when they are out they have nothing to do but restart, as the jail only put them out of order for a time, not having educational purposes.
The whole laws system needs to be rethink regardless immigration and have the appropriate answer to each situation. But this would look very discriminating and will lead to huge troubles before it can be applied.
