It is just impossible to train the defensive hero without battling mobs and going to experience shrines. The town building idea is good but I pretty much think that there will be but a few buildings in the town in h6 and it wont really raise it all that much. I think your defending hero should get more experience from defending against sieges though. At the cost of the exp you would get from skills like you suggested, the town's natural defence should be much stronger. As well, the defending hero could get more exp from defending against siege, multiplied to some extent by the difference between the defending and sieging hero. HOWEVER, this should be limited and not abused. But it would be much better than having a skill which would give you exp just for having it. Perks taht give one-time bonus - fine. Enlightenment - fine. But any more + idle-play-based-ones? No thank you.

I do see your point. But I dislike that an overall "offensive", explorative hero will allways be better than a defensive, cautiously used one. Governing is my try on fixing that, though maybe not the best. But the point is, I donÄt know if one goes out training and such and then chooses skills which won't be useful out of town. But you would have to, to get the, for me nice, skills like nobility etc., or at least to improve them.
