My favorite is Mansa Musa because he does great trading value.
Normally I would rank like Augustus or some other aggressive as most annoying but out of personal experience I hate Isabella.
I had a good ally set up and she kept bugging me to join her war and when I joined it she left, then joined the OTHER SIDE (due to vassalage or something) against me, THEN BROUGHT IN MY NEIGHBOR ALLY against me. Soon enough it was Me vs The World, because that snow was always screwing around pissing people off and begging everyone else to join her in war. And furthermore like every ten turns she tries to beg/coerce something from you, while being to worthless to do anything or intimidate anyone.

The praetorians are super annoying though.
Oh yeah, Isabella is the biggest Zealot in the game.
If you truly want to see what she does, start the Earth 18 civs scenario as Aztecs, and when you finally reach Europe you will see how the whole world is same religion is Isabella

Yeah, Isabella is a snow.
Augustus is usually a pretty good guy. He values alliances and he doesn't declare war on you all the time like Monty.

I hate unit spammers, it's not that you won't beat them. It just takes forever to wipe every snowing little idiot from the face of the earth.
That's why I usually go for a fast rush to take out a few of their cities right at the start of the war so I can force them to peace.

Incas with their leader score 1st at Civfanatics as the most IMBALANCED civ ever. Many reasons.

Not imba you say? Their rush is pretty much guaranteed to net you a second capital on monarch and above if the AI has a city near before others can even think of expanding. From that point the others just take it in the ****ing @ss.
Granary having the effect of mini-creative trait, Incas starting with mysticism (early religion), their leader being financial which is considered the best trait... overpowered for sure. If you post a victory on high difficulty with the Incas on civfanatics, people will tell you Incas = playing a difficulty lower, or two

Like I said, they are boring to play as.
Kinda like Romans, not that much of a challenge because of their Unique stuff.
Still not IMBA as they can be beaten.
