Couple days ago I had anything from 0 - 20 kbp download speed on speed with 1 year long downloads and whatnot, prolly due to the fact that a few million other bozos were overloading steam.

Trying to download mods: free users capacity overloaded, try later.
I try to register, after ignoring the 10-200$ options, says address in use already (never was in nexus).

I don't get it. Downloaded one mod (another life, skips introduction).
Comes as 7z archive. It says:
Installation - Manual
=====================
Drop Alternate Start - Live Another Life.esp and Alternate Start - Live Another Life.bsa into your Data folder.
Data, where? Steam folder? Does not have any data folder. I don't have any skyrim game on my computer, only some steam snow folder with Patagonian names inside which I have no idea what's the purpose or what is it...

Search youtube for a mod installation guide, that's too basic. You'll want to learn how to install mods properly for instance.
You're going down a bad path already, watch a guide, use STEP. I still encourage you to at least play the game before you start modding so you have any idea what exactly you are modifying.

Well, all I want is find data folder. Looks like all mods must go there. My problem is that I will certainly be able to play the game only once, lack of time. So, given that, better use the mods I find attractive. Why there is no Skyrim game on my HD? Why they deliver a CD but game is not on?

Suit yaself then, prepare for a broken experience.
Steam -> Steamapps -> Common -> Skyrim -> Data
If you install stuff properly with a mod manager you won't need to bother with installation paths, it will sort itself out mostly. Since you want to install manually you'll need to create the folders yourself if the filestructure in the archive you downloaded don't have them.

Got it. Watched a video on youtube, installed NMM then, after 5 CTD of NMM managed to install that mod. Wohoo, thanks.

Also it's super ironic that you're spending lots of time trying to figure out how to install a mod that lets you spend less time 
Turn the game on, go drink a coffee, come back when the intro has stopped, play.

When I say manually Ad, I mean manually adding mods into NMM, not that I'm scared of manual installs but they tend to cause problems cause of sticky saves.

Uh I think the one I saw was just a steel gauntlet thing

I am too old for those tricks. I mean, I start the game with intro, no idea what to do, I run from here to there, nothing happens, some dragon attacks etc etc.
I start the game with the mod skipping the intro, I am into a boat and no idea how to get out from there. Jump does nothing cuz I am in water, is ugly and cold.
Ok, back to heroes, definitely Skyrim is not for me. Thanks anyway.

Nope, in the boat I searched all corners, 3 min later I found a chest. The heart shivering, I open it: 2 carrots, R:take all. Took the carrots then closed game.
Skyrim salad.

Salamandre there is a Steam Workshop that I make regular use of (because Nexus == HACKERS!!!); it's very easy to use. You just browse for a mod you want and click the Subscribe button, and then Unsubscribe if you decide you don't want it any more. It loads when you start up the game.

Plain stupid as mod IMO. As in every new game, you need to familiarize first with commands, hot keys, you can't do that in an inversed ship with no visible exit, while under water so every 10 sec you have to breath out.
