Seven's a good number.
They're poorly defined because of delusional leaders who think they 'own' more land than they actually do.
Barbarians are a free, independent people (I hope?) and inivisble borders is a difficult concept for them.
The borders (as of whenever the game takes place) will be visible on the map of course.
