@truly_cursed: ehm, the whole thing is not about gaining new skills, sorry. it would just enhance a certain skill for the heroes who have this skill. the question is just, does it work on racials, "normal" main skills or both, and does it work on ALL heroes on the map or just in an area. Or did you mean that?

1. What about...Altar of Sacrifice, where you can sacrifice either creatures or artifacts (which depends on your faction) to gain EXP?
