He's banned for making new accounts, especially so since his 'prime' account is/was under punishment. Duke was bashed with the justice hammer for the same underlining reason. (Racio Decidendi)

When I first read the statement about his main account been nuked,I thought he was banned.
I believe there is one of his accounts still clean from measures,but I dont think he had changed his style,so still easy to spot him.

Basically, he has completely disregarded numerous warnings from members and mods alike, has created numerous accounts(stopped counting after 10) because he didn't like the silence and has insulted or outright threatened a number of mods.

He is silenced indefinitely, as his flood protect is now infinity. He was originally warned on several occasions for thread killing posting behavior after several members complained. When he persisted, he was penalized and silenced. When he was silenced, he created more accounts and send numerous childish and threatening HCMs to mods. Each additional account earned him another penalty and renewed his silence, to say nothing of the threats and foul language. Since he has created upwards of 8-10 unauthorized accounts (and continues to do so), he is at maximum flood protect. As a matter of policy, unauthorized accounts are silenced permanently without warning.
There's nothing else really to discuss.

No. Only Val can ban IP addresses.
Unfortunately HC has antequated security that is easily abused by trolls. A simple email verification system would help deter multiple account offenders immeasurably. Remote control automatic rifle turrets would be nice to have, too. Sadly, both requests have so far been denied.

It is quite amazing that with the antiquated defense grid, HC hasn't been overrun by trolls and bots.

I think it's a stupid part of the ToC since deciding what is thread "killing" is something highly subjective.
