Monarchy can't be implemented at all (if it already isn't in place) because there is no legitimation for the King/Queen: Who would become King/Queen and why?
In a modern democracy the "leader" - that is, the executive power - is simply elected, but the real election takes place before that, when the eligible candidates are picked. Sure, in the USA that power is limited to two terms, but that's an exception of the rule. In Germany we had 2 chancellors with 16 years in power each and one with 14.
So if you are cynical, you might say, there isn't much difference between a democracy and a constitutional monarchy: in a democracy the people are allowed to choose their king/queen every couple of years from a couple of candiates that in reality are most of the time reduced to 2 serious contenders.

A supreme individual who would not allow to people to live at expense of others either by voting or by crime...
-who would provide minimal state with at most scant taxation
-who would live in floating in castle which would cost hundreds times less than maintanance of capital city, parties, politician
-who would provide real justice and objectivism and quick, non-expensive and effective judgment
-who would stop impunity of some people
-who would free people from this stupid and expensive elections
-who would free people from all these nowadays compromitated, corrupted and having been failed politicians, parties and ideologies
-who would free people and state from any detrimental influence: bad people, lobbies, red-tape, military, secret services...
-who would replace regular army by cheaper and, more effective automatic defence systems and mass mobilization
-who would allow good people to have guns and cul criminals

-who would free society from criminals

-who would not allow anybody to kill children both born and unborn
-who would liberate animals
-who would provide all-levels free education without budget's spendings
-who would introduce new technologies like antigravity, warp drive, teleportation, telekinetic healing and rejuvenation, new cheap housing, new cheap energy instead of hiding them forever

Because literally nothing you listed would be done by the monarch. Everything there is either done by scientists without any royal or imperial input beyond, maybe, funding, wouldn't happen because that's not how economies work, or it's general public policy that is antithetical to a supreme political authority. For example: A monarch would never abolish a surveillance or police state, because that's how they would keep their power. Claiming that they would do so is a magical christmasland style of thinking that denies how monarchs and despots with actual power function.

What is 'new cheap housing' for example?
usually one would consider that to be a building made fron materials plentiful in the area, that are extremely easy to source and process.
however costs of materials are taking second place here, as in the US, a single bedroom plywood shack can cost as much as a historic European estate post renovation.

I read Science Illustrated in about 20 years ago, It told an apple experiment in teleport. It gave/took many bytes near teleport, I mean teleport moves to near another teleport. If I remember, ok then the next is mouse. But remote teleport.. Yes we also develop fat bytes. Ok maybe I read that mouse didn't work. Because you can't believe in Science. I don't want to say wrong. Then an apple wasn't 100%, when taste was different or chemical something, thus byte was missing/lacking or no enough.
Another thing, they gave a youthful mouse blood to mouse, and it lived 7 times more than another mouse. Science called a vampiric mouse.  Is blood is the answer to our age? Remember our bone gave a new blood. When aged person has weak bone. Maybe it also produces poor blood.

They even make pre-fab log cabins these days, akin to giant ass Lego sets in the construction method.
