It's quite surprising to see Rampart so high, but I guess remembering some of my oldest memories of playing the game factions like Rampart and Dungeon were pretty high. I've always really liked Fortress as well. The fact that many people think it's a really weak town might have boosted my opinion, kinda like Inferno that I really like as well. Cove has its own charm being one of the very few new towns that are polished extremely well and fit to the game lore perfectly. It's a 50/50 between Fortress and Inferno for me, I guess I put a lot of value to the idea or story of the faction as opposed to gameplay or how competitive they are (not to say that they aren't neither).
My preferences might have been a big reason for my username in the forum here 
Imps suck so I'll go with Fortress.

Is it even possible to replace town screen and unit graphics in H4? If yes, wow, things have surely changed since I've last checked.

I doubt Forge votes are trolling. There really are hardcore fans of it out there (myself included).

I don't see what's surprising. The town is neither weak, nor it looks bad. It has a good ranged unit, level 5 Mage Guild and other benefits.
Cove really grew on me, but even though sometimes I feel sick and tired of playing Rampart for years, it's still my favorite town - the music, the aesthetics, the grass terrain it starts in. That's probably why I put Cove second - I'm not completely sure the swamp terrain was ideal for it, maybe they should've made the desert terrain the default and give it a little bit more love.

I vote for Dungeon. Warlocks and Overlords are pretty decent hero classes. It has great 5 units(except trogs and manticores). Warlocks have very high spell power, making them useful to use damage spells, 2 of them start with Ressurection spell, which mean, you will be able to reduce your loses to minimum). Gunnar is great hero with logistics and tactics, making him good main hero. Shakti provide powerstack for week 1, Damacon has adv. offense and +350 gold, which he will repay himself in few days. From warlocks : Jeddite is great as it has Adv. Wisdom, while Alamar can transfer his resurection and deemer meteor shower to rest. Malekith with sorcery is great hero for hit and run with Armageddon. Deemer is decent scout with meteor shower, so he can clear off weak stacks with 1 harpy hag and his meteor.

It's been possible since around 2016 when I helped crack this stuff, we have advanced a lot since then and iliveinabox is developing his tool to make this (relatively) user friendly.

Seems rampart has roughly double of the votes of the "second place" factions (of which there are plenty). I didn't expect it to be so popular either. Definitely my favourite pre-expansion H3 town, too (as shown by my signature, giv resistance back you HotA buffoons!  ).
