HotA 1.7.2 Secondary Skill odds changes?
When you level a Hero, you can always select from improving a skill you know or taking a new skill. The new skill isn't entirely random (kind of like when researching a level 4 spell, the 3rd research will offer Town Portal). The part that is random normally follows these odds for presenting skills:

I'm confused because I've had a few games where I'm being offered a particular new skill over and over, sometimes twice in a row. For Solmyr the wizard and Kinkeria the Witch I was offered Eagle eye about 6 times by level 20, and for Cahl the Demoniac I've been offered Fire Magic about 4 times by level 12 and twice in a row.
Has anyone else noticed any changes or was I just hit by RNG and/or senility?

That's how it's always been. You can call it "random", but there seems to be some pattern and repetition going on.
That's what Witch Huts, Universities and Adventure Map Scholars are for...

Holy crap that is complicated.
Without reading through it, it's basically deterministic (=preset) so you have to disrupt it through unis/witchhut/scholar/mageschool if you have 'foreseen' your SS fate and want to avoid it(?)

For might heroes you just need to pick the ones he doesn't get easy first, like Captains have a 8 on Pathfinding and a 6 Logistics and Navigation but only a 2 on Armorer, so if you want it, you must pick it immediately if ever offered. For Magic Heroes is more complicated, cause they get offered all the snowty magic skills more frequently then anything good from might and often movement.

I don't know about a pattern.
All I can say is that skill chances are based on Hero type, the game looks at the txts on that. Also, primary skill's chances are based on Hero type as well, and they have different chances based on the level of the Hero. You have: "Initial Stats", "<= Lvl 10", and "> lvl 10" odds, wich tend to get more ballanced.. Might heroes get more magic, and Magic heroes get more might.

I think its 'set' at the start of the game, so it keeps coming back if you refuse it - what happens if you get something from somewhere else - does that choice tree stay there? I think it does.. so if you have 2 bad choices, you have to fill up your choices quickly or your lock-in to being screwed. Correct if this is wrong.

On the contrary. I know nothing about the internals of the game but from observation, I think it tends to stick to the same choices but a new skill gives you two more levels to refuse them.
Exceptions for magic specially the forbidden ones but also other forbidden skills, like Estates on a Death Knight or Navigation on a Battle Mage. Sometimes it looks like AI was just waiting for it and gives it all in a row and others you will fill all other slots without ever have a chance to advance them but you almost never get a mid-term.
P.S. My "correction" has been for years to place a bunch of pre-determined witch huts, so the player can build the hero he wants. Of course, since I don't give all skills, he has to build pretty close to the hero I want but then, until now we all agreed we didn't want Learning nor Eagle Eye...

I leave it to chance, as with starting hero, let's say it's a 'good' one -eg.Hack, Tazar etc. but he can still be screwed if you waste a few level ups and get Nav and Scholar. Then you have to quickly pivot to a new 'main' hero or just accept he is crippled to 7 skills if the immediate situation is pressing.
