Very impossible scripts..
First modder shows video that scripts work well..
And then you can buy from modder..
But how to shipment and money..

The main issue you should pay attention to is that everyone who proposed his services claims being an expert in Hota modding. Or, especially in this community, we know the names of all who, more or less, know how to mod Hota, and none is on that list.
Thinking that a random programmer will crack the new code and safely modify it in less than 3 months, all that for a couple of bucks only (500?!), is living in la-la land. They will just scam you.
Now, you do what you fell, I might be wrong, who knows. But maybe a better idea would be to join Russian Hota forum then talk directly to developers. For 500$ they may take the opportunity, given that they already know the code by heart.

My game is developed in stages, and the money is first deposited on the website, such as' freelancer '
Once the acceptance is qualified and there are no issues, I will confirm the payment
Otherwise, I wouldn't have paid a penny
Additionally, I already have a developer in China
He has fulfilled my first requirement: the battle is over and all fallen soldiers are resurrected
But he's a bit busy and doesn't do it fast enough
He can test the people who come to participate in this project

Ok, you do whatever you think is best for your project.
Just a question, out of curiosity : your partner already modded Hota by the past, of he just discovered the game then modded the fallen soldiers issue on the fly? And how long did need for that?

The need to resurrect fallen soldiers took about a week
This speed is quite good, acceptable
Currently in production: The defeated party (either fleeing or surrendering) can also receive experience points, depending on how many enemy soldiers are killed in the battle
It's been over two weeks and there hasn't been any progress yet

Afaik, there are two popular methods of modding the original game: via 1) ERM or - nowadays - ERA's ERM+ and 2) the HD mod's plugins. And only one (the second one) works for the HotA. You cannot mod the HotA officially, moreover, it's discouraged and, besides, - in a long run - won't work at all, if we speak of messing with dlls. Mind, that the HotA also can change sizes of common classes like they did with map cells, so your mod, probably, won't survive long, unless you stick with a certain build.

Probably not. There is plenty of info on modding nowadays, but a programmer will not work for $500. Actually, the question is time. You are doomed  to spend whole lot of time just seeking for places for your patches. Still, there are several APIs around (like H3API and the upcoming NH3API, which will make writing plugins a candy).

Additionally, not all so-called programmers can handle a task. For modding games like Heroes you should be fluent in the x86 assembly language, which is a big problem for modern programmers. x86 is not completely legacy as of now, but it tends to be in a near future. Not speaking of modding DOS/LE/LX games, which is almost unreadable even by state-of-the-art special tools like IDA.

Been there. Not that easy to find the right person. I even offered a scholarship...
@beyond_studio From what I've read you have the same problem I had, people that never played the game and have no idea what they are talking about, thinking they can perform any task in C++, without the slightest idea of what you're asking for.
Salamandre is right, look for help in HotA discords or something.

Be careful with the way you ask for help, it can move some of the right people away.
I hope Salamandre pardon me for using him as example but...
I subscribed to this forum after discovering there was something called WoG that allowed me to customize my favorite game (when that was already Era II). Of course, I wanted everything for tomorrow. By then if I had proposed to pay Sal to write my routines for 5 buck a line, he would stick me the middle finger.
Yet, if I asked on ERM Help and Discussion for a way to do it, he would call me ignorant in a not polite manner and then write 20/30 lines doing all I wanted, with safeguards I never thought about and had it done, for free, in less then 24hs...
