Is this cheating?
When there are agreed upon rules (other than standard toh rules) before the onset of the game, then is it required that both heroes comply with these rules throughout the game? For instance, if it is agreed that there is to be no hit and run, then what happens if one hero ignores the rule and does hit and run anyway?
Help me with this confoundment please!

Well, here is my 2 cents, and if u read Honor Councils rulebook, they are pretty much the same
It is not cheating to agree on no H&R and then proceed to hit and run HC has no chance of seeing from a save that u agreed on no H&R, therefore its not cheating...
Extremely dishonorourable? Yes..
Getting a honor medal? Certainly not...
But cheating? No.
Thats the way it is. My recomendation if u meet a player who agree on some rules and not abide by them. Dont play him or her again

In real life war there are laws.
If you break them you can be subject to War Crimes Tribunal and do prison time.
Heroes is a game of war.
I guess in heroes your punishment is word travels that you break treaties and some won't play you.

in real life wars there are rules? perhaps... but they can be broken, although penalties follow...
Heroes is a game, where the game code itself creates a set of unbrakeable rules, so it makes sense to add others.

cheating IMO, but since HC cannot enforce it the only thing you can do is let your friends know what happened. And the word really gets around, a lot of people made my DON'T PLAY list and i never played them.
On the other hand think if maybe the disagreement did not stem from the fact that the H7R rule was unclear. It is easier to damage someone's reputation then make it. If it was a blatant disregard for an agreed rule i would spread the word. But not publicly we don't need more personal vendetta threads

I personally think it is cheating if they do it with intent rather than ignorance. The HC does not rule on this however. This is generally because a person who breaks their "rules" usually doesn't think they are but only their opponent has a differring view of what the rule actually was supposed to mean.
The don't play list ideas a great idea if a person is a rule maker for their preference of play.
It is always good and honorable to be careful not to damage a person's reputation over a disagreement as well.

hit and run...
if someone hits and runs, it isnt cheating....
but on the otherhand, hitting and running is only a cowards way of prolonging his/her inevitable defeat, and so their not worth playing against...

and what exactly is a hit and run i've heard alot of people talk about them but don't actually know what the term means so i wouldn't know if someone had performed one on me so i realy need to know any help please

There is no clear cut definition of Hit/Run because it's open to individual interpretation (which is why rules against it suck imo).
If you'd like to learn more about it, look for the thread entitled "Hit and Ran".
It's a long thread, though--you'll still be reading it when people in Hades start wearin parkas
