I think that the KELPIE and MERROW (sea Troll) are better than a few you suggested IMHO. Also you could use a nixie, it's like an evlen merfolf but with legs.

I think the special ability for the Water City (which is a freaking brilliant idea!) is that their heroes don't lose their movement point when they enter a ship. I also like the Ninja idea and think they should be in HOMM4, but in a water city?! Um, no.

For the Newbies
Here's an old post about my ideas on an ocean town
"I thought of an oceanic town way back when but didn't expand on it since it would be so hard to realistically balance the movement for this town. Hopefully with these new ideas on movement we can create something that is reasonable and feasable. Anyways, here's my take:
1) Ocean Heroes/Creatures(swimmers (and flyers perhaps)) can travel in water without the use of a boat. Can still use boats for acquisition of non swimming creatures.
2) Ocean Heroes/Swimmers have movement penalties for land(besides swamp perhaps) and cannot pass over desert.
3) A 2nd or 3rd lvl spell may be learned called 'summon rainstorm'(water spell) which would reduce the penalty for Ocean Heroes/swimmers on land and allow crossing of desert.
Basic- lasts 1 day, small movement increase.
Advanced- lasts 2 days, greater movement increase.
Expert- lasts 3 days, no movement penalties.
4) Oceanic creatures should be able to realistcally fight on land (ie has legs or wings). Some examples of these are:
-River Spirit/Dryad (swimmer and possible flyer)
-Mermen/Mermaid (swimmer, looks and moves similar to water elemental)
-Sea/Giant Snapping Turtle (swimmer, slow on land)
-Giant Squid/Kraken (swimmer, can scale castle walls)
-Harpies/Hags (flyer, of course this should be in the water town)
-Sea Snake/Serpent (swimmer)
-Water Dragon/Leviatha (swimmer)
-Crabs(swimmer)
-Lobsters(swimmer)
-Skate/Ray (swimmer and flyer, yeah i know they can't fly but maybe they're magical Skates/Rays)
-Plesiasaur (swimmer, similar to water dragon)
-Sea/Stinging Snail (slow, shoots?)
-Pirate (not a swimmer or flyer)
-Fire Newt/Salamandre (swimmer, breathes fire)
That's it so far, but i would really like to see more maps/creativity with water since it adds an interesting aspect of the game. I personally like going overseas and exploring other 'continents' etc.
Of course this water town will have an advantage/disadvantage in some maps but that is the way it is now anyways. More input is welcome."
And the problem of balancing movement reallistically is still not solved in my mind so i don't think this town will be realized for HoMM4.
I heard someone say that this town would only be comp controlled and that might be cool.
Another idea is that this town cannot be a starting town, only appearing on maps with water.

I don't see why Leviathans could not be included in a water town. I myself included them as the 7th Level creature in a water-town idea I sent to Jon Van Caneghem, the creator of Heroes of Might and Magic.
The Kraken, though, would be a great creature. With a water town, though, would maps have an underwater layer, like the subterranean layer? And how would the creatures come onto the land? The only explanation I can come up with is that this town's troops are protected by enchantments that allow them to survive out of their native marine homes.

A Leviathan could walk on land. Consider:
Nagas are snake from the waste down, and slither on the land. Water Elementals do pretty much the same thing. Why can't a Leviathan? To my knowledge, Leviathan was a sea serpent/sea dragon, so if a sea serpent it could slither, and if a dragon, it could walk or fly. I wasn't able to understand the last part of your message, but did you want me to post my creature ideas? If so, here they are:
First Level Extreme Piranhas, Battle Piranhas(Giant, human-like Piranhas, a bit like Troglodytes)
Second Level Eels, Evil Eels (boiling water shooting)
Third Level- Octopi, Venomous Octopi (ink shooting)
Fourth Level Rays, Mega Rays (Flying)
Fifth Level Mermen/maids, Mermen Kings/maid Queens
Sixth Level Giant Squids, Krakens
Seventh Level Leviathans, Deadly Leviathans (Leviathan is a mythical sea serpent from the bible; legend has it that it was a partner to Behemoth.)
I had the idea of calling this town the Atlantis or Aquatopia Town. The Atlantis/Aquatopia Towns description might go something like this:
Built by the Merwarrior (Might) and Ocean Seer (Magic) Hero classes, Atlantis/Aquatopia towns are underwater bases harboring the creatures of the deep. The Merwarriors and Ocean Seers can travel on land and water without any spells, and so can their creatures. While possessed of only one flying creature among them, this is compensated by the speed of Leviathans and Mermen/maids.

The first are super cool.
The second is cool but i thought a electric eel would fit to.
3 are to familiar with kraken turn them into siren! A siren is half bird half female like harpy, BUT they are more beautiful and can sing.
4 I only like Mantray(a in desert living ray)
5 merman and mermaids are also cool. But i tought it was mermaid and aqualoi?
Because merman are from swamps and are mostly not half fish.
Krakens always cool
Leviathan: I think we both have a different leviathan in our aqua castle because mine is a giant Mossasaur type.
I have a picture of hem somewhere in a picture forem.
But your castle is cool.
Only the upgrades are not in homm4 so they can be dropped

thinking about this ocean castle has given me a very good idea
think about this, since in homm4, all castels have been made to fit into any terrain, well what about water, the castles could just have a bit different look, like for instance, instaed of the same entrance, it would show the ship yard as the entrance, or something like that, and u could only reach these castles by boat, and u dont have to pay for a boat when u start on water, what do y'all think bout dat

Remember, at the top of the page, where I think part of your reply was "How can you sent your ideas to that man you mentioned???/" Well, I've been puzzling out that sentance, and there are two ways I have interpreted it. The first is:
How come you sent your ideas to Jon Van Caneghem?
And the second:
How can you send your ideas to Jon Van Caneghem?
I can answer both. I sent my ideas to Jon Van Caneghem because I felt I had some very good ideas for Heroes IV. I had been planning to write him a letter with my Heroes IV ideas for some time then, but my letter was sent to early, so I don't think my ideas could be used.I did, however, get a Heroes III Armageddon's Blade poster when he replied, and a Heroes II hat!
The answer to the second question would be to simply write to Jon Van Caneghem, adressing the envelope to him at 3DO. Their adress is:

Somebody suggested near the beginning of this thread that the water town should need an anti-boat to go on land. "Pool on wheels" was their term I believe. I think this balances out other towns needing a ship to go on water. I also have a suggested lineup:
Pelagopolis
Might Hero:Wavelord
Magic Hero:Seamage
Monsters:
Merfolk
Piranha OR Sea Snake
Shark Rider OR Kelpie
Whale OR Triton
Giant Archerfish (archerfish does exist) OR Giant Seagull (lame, I know)
