Just make a post saying that the party is closed for the duration until errrrr positions become available. Limiting it now will be easier than letting the party reach a good point in the adventure and having to kill off god knows how many. If I was going to suggest something I'd take the original 10 members and run an adventure for them, then take those who joined since those 10 and send them off on another linked task.
Just my opinion though, you are in charge you decide
