Damnit... you're right of course Warlord it's "STC". It stands for "Standard Template Construct" they are the blueprints for basically any weapon in the Imperium. As far as I know new weapons have never been invented since the time of the Emperor since the Imperium is rather stuck in it's old ways. "Progress" isn't happening. Therefor all weapons, vehicles, Titans, Starships, you name it are contructed according to original pattern.
It's basically nothing but an elaborate way of saying that Sprats guards are extraordinally equipped. Something most people wouldn't notice or care about I guess but since Alexander wants Sprats attention and needs to throw him off atleast a little to make Karls job easier I thought it was a good way to start. Now let me correct that...
Yah um nevermind all that I did some reading again and an STC is a lot more than just a blueprint lol. I'll just settle for non standard.
STC info if you want more detail.

Ok, thanks. I actually know a fair bit about the scientific development of the Imperium. And it's not exactly at a standstill either. There is some advance and research, but it is very very very very very.........very very slow, mostly due to people not understanding the basic prinicples of mechanics and think of science as just another sort of magic.
However I never made the link between SCT and STC.

The thing is I have read about them in a few novels and they were always bound to a specific weapon. Be it Titans, Robots (not 100% on that one), Armor or vehicles. Just assumed that there were a blueprint of sorts. I know that the STCs themselves are much more than just a blueprint but other machines are constructed after their image or according to their principals. But yah no big deal I changed it to "not standard now". Same thing, less elaborate but spares me futher embarresment.
Didnt know there was progress in the Imperium though. Except for in institutions that are more or less beyond the official guidelines like an Orodos or Astartes Chapter.

There is. Like I said it's just very very ......very slow. Generally most of it involves finding older schematics/blueprints for something or reverse engineering things of Xenos origin.
But if some of the novels/video-games are to be believed, there is some progress/research into new things. Though, due to the distrust of science and tech, very few things get an imperial OK.

I wouldn't worry too much Az. I say having your bottom smacked at worst. Unless you start complaining about nudie pics of you leaking on to the internet, that'll get you 500 years face down in a pit of molten sulphur at the going rates. You know how that rubs Omega the wrong way.
Edit: oh BTW, wasn't I/Horrace already talking to the immensly fat noble?

And what explaination needs there to be. He was talking to the Governour when we left the ballroom and went to the Valkyrie and when we returned from there he wasn't there anymore. In the time passing between those two events, he has likely concluded his business with any of the two Spratts or is waiting for a more opportune moment. This ain't a computergame were NPC's are static and wait on the same spot for enternity for you to come to them. (Lazy B@stards.)
