Yes, varying aspects more tied to factions, and not only generic income/growth boost should be what's a Grail is all about, for it represents something unique for each people, I reckon. Regarding that aspect, having many grails makes sense also, because each faction would value something over the other: if they were fixed values such as those Ultimate Artifacts, technically, each faction could have their own optimized grail, however it would not be nearly as optimal to other factions.
Either way appeases me:
1. Things that morph into unique stuff depending on the holder (Grail Artifacts).
2. Things that have a targeted public, but can be held by others with less effectiveness (Ultimate Artifacts).

I actually had a third idea for it, a set of artefacts which offer fairly generic bonuses to any hero holding then, but offer much more unique bonuses when they're held in a town.
Also, I'd like for some artifact combos to be convertible into single artifacts, Armageddon's Blade (the artifact, not the actual expansion) style, but which should only be doable at certain locations (which don't show up in random maps), and for significant prices.

That would be a logical way to deal with that. Because they actually transformed a group of artefacts into a new one, so the logic is to make the whole group into only one piece, yes. Differently from the sets we see in Diablo/Witcher games.
I like the idea of having NPCs having unique jobs. One of them could be an Artefact Master. NPCs availability woudld be scripted under certain requirements. Well, a lot of ways to implement that.

Well I was thinking more of a map location than an NPC to be honest.
On a different note, I found the advanced classes in Heroes 4 to be an interesting idea.

Heroes 4 was quite innovative, actually, aside from the stupid idea to move Heroes onto the battlefield! It should not be cast aside!
Aside from Heroes 3, HoMM truly can be a RollerCoaster!

The idea was not stupid. It was not implemented in a proper manner, though. Heroes became juggernauts, almost invincible, even alone. Like few other features in Heroes games which didn't fit well, but had potential if trimmed, polished or developed better.

The point is: Heroes 4 tried; while Heroes 3 failed! There is no true one-fits-all potion for our Strategic HoMM animosities! We need innovation!!

Monthly Events... !!
Days; Weeks; Months!
Things happen all the time!!
In Heroes, the weeks are important!
All sorts of things happen; and events are triggered!
But Months have gone neglected so far!
What if we had a better system!?
So that... there would be an extra layer/tier of events!?
Monthly triggers!!
I remember such a distinction from The Lost Continent(Heroes 2)...
But...; what do you think!?
Could it be scripted!!!??

Have to check when I get home, but I'm pretty sure it was doable in Heroes 3.
Edit: You can have an event that repeats every 1/2/3/4/5/6/7/14/21/28 days, so yes, effectively monthly.
In heroes 4 you can select however many days you like between events taking place.

So uh anyway HoMM...
Something h5 did that I liked a lot regarding set artifacts is that the boosts get slowly improved as you complete the set, culminating in a massive OP boost when the set was complete. For example the Power of Dragons. Also how some sets, like the archer's dream, had a faction-specific boost that only a specific class could utilize.
I also liked H6's dynasty weapons in concept, although the implementation was abysmal. I'd rather there be certain relics that can level up as you use them, unlocking cool new unique abilities, within one game. Not the "you must grind for 1,000,000 XP and now you have an overpowered artifact you start the game with" nonsense.

Heroes 5 and 6 can't be integrated because so many of their mechanics are contradictory. Hells, Heroes 6 doesn't even have the same number of resources as the rest of the series!
I'm sure Heroes 6 was a pretty decent game in a vacuum, but as a part of the HoMM series, it was poor, deformed child that made even Heroes 4 look good.

A lot of games use that mechanism, such as Witcher 3 or Diablo. It is a nice feature.

I think Might & Magic X's relics were like that. Nothing too fancy, but it was also a nice addition if it was better implemented.
