I almost picked tactics, but I pick Balistics instead.
This is a full build and you already have tactics, so it will go to expert in the end.
You have three slots left, so what do you want in those slots. Wisdom? Offense? Earth? Air? Resistance? What are the odds of getting three good ones with 22 unused skills left which could be offered. If you take advanced tactics now, you have one more chance to get a good skill before being forced to pick between two new ones. It's already been said that wisdom isn't likely to be offered again. The odds are getting short here. Balistics is not a bad skill, I say take it now.

In a real game situation I will pick tactics here, helps clearing the map faster. I am not sure I'll have a full build before meeting the enemy (highly likely, that's true), and even if I do, I do care how big part of the map belongs to you. Ballistics does not help there, while tactics does.

Playing against Human opponent you must take tactics as soon and as much as possible.
To block Ivor with drag flies.
To negate Shakti's expert tactics.
To let greater basilisks move to enemy with their 1st movement.

I think as tazar has slow units mostly and no mass haste then advanced tactics will help a lot for getting closer to those ranged Lots, hordes etc guarding the things he needs,
so i vote ad. tactics.
Btw. Max are you choosing these skills from your own ideas of building for continued interest or are you levelling up an actual Tazar?
Just curious.

My guess is he's levelling up the Tazar ingame. And I voted for Tactics, simply because it's an obvious pick.

This can have some faults in it. 
It is easy to do to get a real result:
Make a map with tazar and a box of 999999 exp pan box.
Start game.
Save game.
Whenever u load the save, ull always get the same skills offerd.
Example:
You choosed log and wisdom ...for the next skill the comp offers adv log and resistance.
Now ask community what to take.
You load the save and...
you choose log and wisdom ..and again adv log and resistance is offered!

Unrealistic build up since he was offered magic the last time as lvl 8. That means that he will be offered magic again at lvl 12 the latest.

Foo, if you read the previous build up threads you will see that he was offered basic earth at lvl 9 and that he allready had exp water at that time.
