Very sorry for being extremely slow about finishing the pdf, it really isn't very interesting compiling it (that's not an insult on the content, but one on the continued copying and pasting, reformatting, shifting around, repaginating...)
I daren't give a date since I doubt I'll be close. Again, sorry! 
(Even when I've finished there'll still be the content errors to deal with though...)

look at the date SBlister it was made in 04, i doubt it was made for the expansion, but ..... could have been made for the Beta version

For one of the racial specials from Hydromancy I think it should have Ambush:
When attacking a hero or a nuetral stack on a swamp terrain, all <Naga town name> creatures gets a +3 to initative and +1 to attack and enemy creatures get a -1 defence and -3 initative.
OR/AND
Sign of the Swamp:
Special Combat Ability:
Hero selects (casts) this on an enemy creature. That creature loses 5 Initative and 1 Speed. When the selected monster is attacked, it has 50% chances not to retalirate.
I have no idea what Hydromancery does so I can't do anything that boosts it.

Fret not, I am still alive. I ran into that Naga pic by random and I cannot remember what site I got it from. I know that it was supposed to be implemented in 2004 as the unit that later became the Rakshasa. And thank goodness for that.

Skin is in...
I agree with Daystar. There's too much skin in all factions having a somewhat female creature. Potential players that see the game and concept art are more likely to find the game sexist thus not buying it. And lo - there went another batch of mostly female gamers elsewhere, not bothering to add money to an antifeministic cause.
And if we leave the har-har-look-HOOTERS part of this particular concept art. Aren't the Nival nagas supposed to have tundra as their natural enviroment? I'm thinkin tundra - pretty cold - wear something warm. Not tundra - pretty cold - hey-let's-get-nekkid!
I'm also of the opinion that the nagas should have another skin colour than human, maybe gray-blueish as in H3. Ah well, when is the next add-on supposed to come out anyways?

No. It's probably a concept made in the original development phase of the game (it says copyright 2004). The beta version had data on a Naga unit, but it was later discarded and replaced by the Rakshasa - presumably because the Naga was saved for making a specific race. I therefore don't think one should put too much wait on this picture with respect to what a future Naga unit might look like - this unit's place is now occupied by the Rakshasa, and future Naga units are probably going to play an entirely different role in the game.

i'm sorry to disappoint you ashrah, but it looks like they are. there were 6 elder races for each elemental god.
race= god - faction
angels= elrath (dragon of light) - haven
faceless= malassa (dragon of darkness) - wiped out
humans= slyath (dragon of wind) - haven (most of them changed religion)
elves= Sylvanna (dragon of earth) - sylvan and dungeon (split)
dwarves= Arkath (dragon of fire) - fortress
naga= Shalassa (dragon of water) - none yet,
it looks like they are going to have a faction all to themselves.

Inferno worship Urgash - primordial Dragon of Chaos.
And the dark elves worship Malassa - Dragon of Darkness, not Sylvana.
