Another extremely powerful artifact is the Wings of the Angel, I would say it's even overpowered.
I have read all the artifact you mentioned as the worst, and none of them is bad as the Ring of Caution, that "Increases hero attack and defense by +2, but decreases all creature's speed in hero army by -1".

Well let's say it's not always good. I don't see why it would not be good for an early academy or haven.

Ring of caution is quite ok for creeping,

Elemental waistband has its uses. As attacking an elemental stockpile with undead, rushing an enemy with a wizard(heck week 2 with expert summoning can hurt), attacking a utopia etc. Either they serve as meatshields or damage dealing according to what you summon.
As for the necro amulet maybe on 1.5 it's better. In 2.1 it's of little use because the cap is low. What if you can raise 15 instead of 10 liches but you don't have the dark energy?

The trident of thunder is pretty good. The problem is that there are better artifacts that go in the same place.

For many of the artifacts it is so that they are only useful in specific situations and/or with specific factions, in which case they become really good. Cases of point are Seaelves Compas and Necromancy Amulet, but also an artifacts like the Ring Of Caution. When you play Necropolis and Dungeon, or maybe even Fortress and Academy, and few or none of your troops may cross battlefied in one turn (or perhaps it just not that important for the strategy you emply), the Ring of Caution can work fine. For other factions that rely very much on getting the first hit (Sylvan, Haven) it's obviously a no-go.

Agreed there are situations when nearly any artifact can find a use
I only named those that I never use even when I get them, here's a few reasons:
Elemental Ring: In 1.5 summons are ignored by AI, so they don't work as shields. They cost alot of mana to summon and do crap damage too. I tried the ring with an expert summoning wizard, didn't do much for me ... maybe you can somehow motw the summons but I prefer casting other spells.
Necromancer Pendant: I guess it works the same as in 2.1, you can getter more troops but not more dark energy, if I ever got low on mops to kill (rarely happens but ok), that 10% or even 20% wouldn't make a whole lot of difference...
Trident of thunder: You need 15 or so sp for thunderbolt to be better than ice bolt, by the time you get the 15sp you have better spells (fireball,circle of ice, meteor shower).
I'm not trying to argue that these artifacts are the worst, just stating my reasons for not liking them much

For once I agree
About Ring of Caution, it's probably useful against some neutrals, but I never equip it just because I would probably forget to take it off for battles in which more speed is needed

Ring of Caution is actually pretty awesome if you prefer to shoot the enemy from afar and use your melee creatures to defend the shooters. Doesn't work for all factions, though.
@GL: ever gotten those outside of Markals final mission? They seem to be pretty rare, if they even appear on normal maps.

Ring of Caution
Each faction normally has 1-2 fast melee units. If they have 6 speed or 7 (w/o Tactics), the units will anyway need 2 turns to reach the other end of the battlefield. Wearing the Ring of Caution in this case won't hurt. But if speed is 8 or higher, it can reach the other end immediately against large creatures. With Paladin it's even more damaging given Charge ability. Here reducing the speed with the Ring would be truly worst.
Normally arties that decrease anything aren't my pick, including Ogre Club/Shield etc.

Neither mine, although I don't mind the Helm of Chaos. Nor the Skull of Markal and Tunic of the Carved Flesh if I'm playing necropolis, obviously ^^.
Another series of items that I usually don't use are the wands of <some weak spell> and scrolls (unless I have the appropriate skill and couldn't get the spell on it so far).
By the way, does anyone know if Rune of Flame's rune can be used by non-dwarven heroes? Probably not, but I've never gotten around to test it.

I think they can but only if they have dwarven units in their army. I'm not sure though.

Well since they made sea travel pretty boring and bland..anything to do with sea travel is just bleh. Guess it can help you get past the water faster tho, but otherwise useless. Worst goes to any artifact that just helps sea travel.
I really don't have a best. Depends on who you are facing imo. For instance a resistance to fire arti vs fortress..ect.

Pendant of Mastery is extremely dependant on the hero. For academy, you only use when when making runes in town, it's useless on the adventure map. Same applies to Haven, probably.
Sylvan heroes... bleh.
Fortess doesn't get much out of it unless you absolutely need rune of charge before you build most of your city. That is to say, it's awesome in early game, especially without Fine Rune, but gets worse as the game goes on.
Dungeon doesn't benefit much either, unless you are dealing with golems and other magic-resistant enemies often.
That said, Inferno and Necropolis easily get the best deal out of it, although the DE limit probably ruins it for the latter.

it is usefull for haven to battle also,because it increases retalion strike damage and with poor/medicore maps,it is very usefull for academy
