No -it is not needed-, but is anything on the internet? I'm joking. I think it is a matter of precpective wether or not it is needed.
I would help by contributing without arguing.... D&D type of people get into psionic types of discussions, analyzing the retro (past) and present. Maybe they just dont know it yet sometimes.

I think a Philosophy forum would be nice, but what I really think is nessecairy for HC is one big cohesive thread inwhich people can nominate people for Qps. Ok, we have "OSM feedback" and "TotRS Feedback", but I usually am struggling to find these threads. I think it's best to merge all of them in one thread and put that thread as a "Sticky" in the Turban Tribunal.

You have many options here. You wrote only one: posting at the feedback threads. But you can also send HCM to the forum's moderator, and you can make a list of posts that you think they deserve a QP, and post it here. I think that the last option is the closest to what you asked.

Regardless the whole point is to make it easier for the moderators to overview their forums. Which is why it is better to give the feedback separately for each one.
