you only have to extract the right files from data.pak
but it is important to understand how they are linked to each others. if you read english, the xml isn't hard to understand. it's kinda like browsing through the repertories of your computer (except it's kind of mess sometimes  )
found on polish forums :
from what I see, it isn't a NCF but part of a much bigger mod

slots 800-883
creatures from academy, dungeon, stronghold and inferno turned into neutrals NCF creatures for the 4 new factions mods.
basically, it means you can replace 4 towns without deleting any creatures.
