PS. "To a T"? I think I know what that means but where does it come from?

Well you can feel free to fill that in, but if you don't want to here are my suggestions.
Since Mystic's race is humanoid, the invading race would probably be so also. Similar living conditions and all. Sure they could be a rat people (humanoid) or such..but they would probably at least be closely similar to each other. Techology wise they would be of course space faring, but I'd say other then ship travel you would be looking at technology similar to earth about 2010 technology wise. Mostly projectile weaponry, etc.

Humanoid it is then. Humans would have made it too easy anyways to fit in.
That technology gives us a big edge.
Still, reclaim a planet? What do you expect them to do? Kill every last one of the invaders? Sure they can do that with some bio weaponry but kinda extreme revenge. Or will they be able to be "persuaded" to leave?
Are there any original occupants of Rian still living there? What is their position? Slaves? Second class citizens? Exterminated? Guerilla?

Well remember that the Federation has technology they don't..like Terraforming. Remember however, that they excaped a dying world. Sure with cloning their numbers are a bit larger then they would normally be, but their probably are not many of them left.
As for the Rians .. a little of all that except the exterminated part.

Which brings us to the main problem. What are we to do to the invaders after we win? We can't just exterminate a whole race. Well we can but that isn't really GRish.
Edit: Hope I'm not too far off your Mystic with this.

A transport ship. Not fast, but decently armed and armored. Mystic is very resourceful..has had to be. She sees it as her last hope of help has been faded, so .. she is going to go handle things herself.

Age : OLD
Description: When 'human' Duke Marando looks like he stepped out of a Biker movie. Scruffy beard and mustache, bandana on the head, a leather vest..but he wears old west style 'chaps'. In his 'alternate form' he looks like Ghost Rider (Who he was based off of, but is a little worse).
Powers: His powers are many, but he is a bad guy (or at least for this particular thing) so he has to be able to challenge the group if needed. He is basically undead, and very hard to send to the 'final death'. He can also open up portals..into and out of H e double hocky sticks. So even teleporting him into the sun or a black hole wouldn't stop him. Of course he can create, manipulate, and is basically immune to both Fire and Ice..and the Fire and Ice that he can make is not normal AT ALL. He has his 'penance stare' which will make anybody feel anything they have ever done to anybody else. He has the power to send Demons back to where they came from also. His chain and guns are his main weapons. His chain is indestructable, and can expand or contract as he needs. Once wrapped in it, even teleporters are going NOWHERE. His guns focus his Fire makind and Ice making powers.
Weaknesses: Had to change these, to keep it a suprise..but he does have them, and they are not what you think. Not going to give this away though. Oh and a hint, he is not a mutant, so those who affect mutant powers won't do much against him. Supressors and nullifiers won't work either.

Well since there seems to be a huge lull in posting currently..thought I would take the time to give a little more lore of the universe the Galaxy Rangers are in.
Mainly the Utopians and Rutopians.
Utopians are THE most powerful mortal creatures in the multiverse (this includes other dimensions as well). They long ago could have 'ascended' to a higher plane, but chose not to..but there is a story behind that.
So long ago that most galaxies were just forming, the Utopian people were called the Tanlex. Already way more advanced then Earth is during the time of the Galaxy Rangers, they were nearing Ascension. However, there was a debate raging. A third of the Tanlex thought that science was the way to properly Ascend, a third that Magic was, and a third that only with a balance of both would they ever reach a higher plane of existence. Still, since concepts like greed and such had not been introduced to the universe..it was a peaceful debate.
Soon they set up three seperate worlds. (Yes..3 not two). Rutopia, Mueton, and Utopia. Rutopia forwent all magic, and studied only science, Mueton forwent all science, and studied all magic. Utopia..studied both equally.
Which went fine..until the evils of the universe were introduced. Greed, envy, and such. Mueton and Rutopia were not prepaired, because they lacked balance, and fell pray to the evils. However..it was a slow process. As they got darker and darker..one of the elders of Mueton decided that it would be best to seperate themselves from the mortal plane..or they would risk total corruption. Focusing all their magic, they found a break through..and ascended. Most becoming GODS, some becoming Devils, and some just beings of energy. Mueton itself disapeared into the history books..never to be found again (It is in the higher plane with the people of Mueton..so it WON'T be found either)
However, Rutopia was singurly primed for evil to take root. Having no magic to protect them (at least at the time), they fell victims to the raw emotions. They started gearing up for war. If they could not ascend, they would conquer the universe, and make all worship them as gods.
In time Rutopia managed to steal some of Utopias secrets..and become the second most powerful mortal beings in the multiverse. In fact as it is right now..there is only a few secrets that the Utopians have that they don't.
The Glove - Able to stop time for all but the user. The user is free to interact normally with anything thanks to a small field around themselves that brings objects and people they touch into sync with their time..they can manipulate how big the field is by thought.
Utopian Forcefield - Not your normal forcefield. Also able to be manipulated to any shape and size by its user..it can even stop the Venetian Ray gun..though not much else has been found that can do so.
Semi-Solid Repeating Holo Emitter - This is one of the few 'offensive' devices the Utopians have..and it is a doozy. It creates a holo soldier..but it doesn't stop there..because the device is destroyed on use. However, if the soldier is destroyed..two appear. If those two are destroyed..four appear. Etc. What is more, they are semi-solid..and armed. Which means they can also attack. Only the utopians know how to stop them once they are unleashed.
Glassos - A material that looks like glass, is flexible, opaque, and 1 billion times stronger then diamond. It is the substance that makes up John's ship .. The Pheonix.
In fact when it comes to offensive technology, Rutopia is the more advanced. Bombs that make antimatter bombs seem like sparklers, one man ships that could wipe out every ship the federation could throw at them (besides maybe the Pheonix) without stoping to refuel...if it was not for the Utopians..the universe would fall to its knees in a day.
The Utopians are heavily outnumbered..but as long as they have their secret magi/tech..the Rutopians are constantly beat back to their homeworld.
Edit: Forgot to mention the coolest thing about these two worlds. They have no set coordinates. In fact every setinent being could scour the universe for them, and never find them. Yet they can turn up anywhere..for they exist at the center of the universe..which is nowhere and everywhere. You can't find them when you are looking for them, but sometimes they will find YOU.
Edit 2 : What has this got to do with anything? Absolutely nothing..was just a bit bored..thought I would tell a little of the lore of the realm.
