I quite like the town's atmosphere but if they also get the animations well they could really breath life into it. And if they can also capture their units' presence without overcrowding it, it would be a whole different level of immersion. I remember I really liked the subtle effects of springs or flying dragons back in H3.

I think it looks very ... H3 like. Whether that's a good or bad thing depends on the individual I guess, I have no doubt this is what "the people" wanted, even if I had myself prefered some more atmospheric and less "lego town" ones like the HoMaM Online ones shown here.

I liked H5 town screens much more; the 3D fly-through was awesome; too bad they aren't doing that the second time around.

I dunno. Despite being Necropolis, this one already seems a lot less dead than those shown in the thread you're refering to. Besides we've not seen an entire one yet and we have 4 others to looks forward to. Perhaps those will be even better.

I'll wait to judge it fully untill I see it animated and with music.
but so far, I like the old unfinished one that was in the files

It should be animated, and I bet it will look much better when you have the full picture, full screen and without all those lines going through it. And no matter what, it looks infinitely much better than what's currently there.

It is better than ones we already have but that's really not so hard, is it? 
For me it looks like some fan art. Not really artistic or professional. Ill keep my final judgement when I see it in the game but so far I'm not impressed.

Not a fan art I would say but a sketch/ pre-concept art. Im sure it will look much better in game with the little animations, things flying around, music etc... But I have to say it reminds me a little of Forge.But I really like it nevertheless!
