I mean it is also kinda random, sometimes you will get creatures you actually have room for, sometimes you wont.
So sometimes Diplomacy can be almost completely useless and sometimes it's great, depending on which creatures spawn and also if they want money or not.

Yes, it is one of the skills, like Resistance, that are occasionally/situationally extremely beneficial. But I do believe adjusting the stats can go a long way to either reducing the odds of the benefit occuring or reducing the magnitute of the benefit.
P.S. I need to quickly roll back on one thing. Doubling the aggression value would more than halve the chances of passing the tests, it might be closer to reducing them by a factor of 4-8 somewhere, lets say by a constant.
I think most players are so used to diplomacy being broken that they either love it and use it all the time to cheese through their games or hate it and dont use it at all. In either case its tough to develop a perspective on how often Diplomacy really comes into play in its current form and how big a benefit it actually creates. A couple of games with Adela or Whatshisname as a main could help collect at least some anecdotal data.
