Well...
Technology in most places is still at slightly above medieval levels of tech. There are, however, some remnants from the pre-Sundering world, though not in working order most of the time. And don't expect any digital stuff to be commonplace, if present at all.

I mean, for example, people are aware of nukes and how to make it stuff like that. Or it's just history and just a story and nobody knows know how to make it.

Yes
Some people know they are a thing.
Some people know how to make one.
Some people have the resources for it.
Those groups rarely overlap.
On an unrelated sidenote:
After the Sundering, the Earth has been growing steadily colder, not before the sea level rose considerably though.
Some notable beasties one can expect to find in Arcadia:
Cetus (sea monster), Cave Bear (extinct in RL), Firebird (glowing bird), Orthus (two-headed dog), Draconis (AKA Dacian Draco), Lynx (extinct semi-mythical variant), Bukavac (six-legged horned beast), Hydra (self-explanatory), Pegasus (winged horsie)
With that in mind... let's see a character roster.
Count: Dragan Vulkov, corrupt civil servant (Foreigner)
Galatea: Ivana Alawi, bounty-hunter and thief (Otherworlder)
Geny: ? Tarkas, self-proclaimed hero (Native)
NoobX: Vosh ?, discredited academic (Otherworlder)
Oddball: Pending
...I see we have a very respectable group in our hands...
