Nothing is set Stevie. As they said, they are considering the best way to present/visualize the city.
To me this means they will have some option to show the town in 3D, be it a fly-over as in H5, let you zoom and move around or something alike.
But in the end, town screen is an interface and you will spend most of your time in the usual fixed camera angle so is normal that we will have that visualization option as default/easy to fall back to.

Come on, didn't you spend time just admiring fully built townscreen?
I used to do that a lot already in H2/3, H5 took that immersion even further with the rotation and all.

But fear not you will still be able to do that, and most likely with a more immersive option than in the 2D versions.

It's definitely more cost-efficient to only have to model and render a building in profile view instead of the whole thing. That also lets you do things like cheat angles and generally makes framing things easier. For example, that angel dwelling that's way in the background is probably actually a lot closer than it looks, just really small.
I always think about vanilla WoW and how many places it cheated -- the Cathedral of Light that you can see from anywhere in Stormwind was just three PNGs in the skybox, giving the illusion of this huge 3D building. They had to rebuild it for real when they did Cataclysm, and IMO the effect is less convincing now.
Fully explorable 3D towns would be cool, but I personally already think the town screens look incredible. There's better places to put a lot of effort.

I wouldn't be so sure.
Remember the uproar when H6 completely overlooked town screens? They shouldn't be underestimated; after all, they're an integral part of the HoMM experience.

While I do like them, I wouldn’t say they look incredible. At this stage, it's better to focus on other priorities, and I agree with that. Besides, with good mod support, the community can always improve them further.

I don't think they've "cut corners" with this 3D design. I really think is a fully 3D scene, othewise they would have gone for the 2D screens and everyone would be also happy.

About the Paul and Rob participation, I posted a comment in the Youtube video and the creator replied.
There is no source mentioned but this gives us a bit more hope than Paul and Rob might participate in Olden Era.

I don't think it's a corner-cutting thing, I'm just saying that it's much cheaper to do 2.5D over full 3D. It's also not like they can just switch to full 3D now that everything's done, since there's no backs to anything and nothing behind where the camera is pointing.

To be fair, Rob and King is basically a nostalgia checkbox now. Their most recent work in H7 wasn't doing it for me, it lacked inspiration, felt rushed and cheap. There might have been technical reasons for that, but nevertheless, best avoid a repeat scenario (which somewhat sounds like). I'd much rather have an in-house composer do the music, someone who can be more hands-on with the project, if that's more feasible. At the end of the day the only thing that matters more is for the OST to be good and fitting, rather than whose signature is on the record. And besides, Jason Graves and Roc Chen did well in Heroes 6.

There is no need to change anything, it is already done.
They're rendered in 3D, but they're 3D from a fixed perspective. It's 3D presented as if it were 2D. In 5, all of the towns are designed around being 3D environments first, with everything strewn in a circle around a central focal point. As the Olden Era towns are now, there's no anchor point, nothing on the other side of the camera to spin and look at. They'd have to redesign every town screen from the ground up if they wanted to make it fully explorable.
