Trump is a great man for his one key policy only. Strategic technologies should stay at home. And some of them shouldn't be for sale. In this 1984 world your only hope is to be one thousand times stronger than others. To be the Earth police through power.
I suggest breaking all knowledge sharing initiatives. Knowledge should belong only for whom you can trust (to the single domain which is under control), otherwise it will be used against you.
You cannot take back key factories from China, Vietnam, Philippines. Alas. You had upgraded their economies in a dangerous way. For what? For money? They will take your money back along with your country's 1st status easily. Only because you did shy to pay your own citizens (for their education as well).
