I've advocated a bit for quality previously, but QUANTITY should also not be underestimated. It has some nice advantages.
When your most dangerous foe is direct-damage-dealing hero, then (unless you have black dragons available) "peasants" are the weapon of choice. Consider a behemoth on one hand and on another a stack of berserkers able to beat this behhie with just few berserkers left alive. In a word, roughly equal stacks of quantity vs quality. Now, which stack would need more lightning bolts to die?
Same logic applies, when your main threat comes from Big Bad Barbarian. His strength lies in GM Melee that cuts the behemoths defense 4 times or sth but not below 10. Yet it wont work on peasants -- because their defense is under 10 anyway.

Order is underpowered, no question. They have 50% chance of starting with a close to useless hero - a lord.
The problem with Lord is that his skill can't be used neither in battle, nor on the overland map. Thus, you won't want him to be in your endgame stack (4-5 USABLE heroes and 2-3 creature stacks). Meaning, that you start the game with one main hero less than the others.
They have no chance of building up a pathfinding hero on their own. Their troops are not fast enough on the overland map either.

I'd have to go with Quality... In just about all the games, I'd rather have a few of the fourth level (or higher, depending on what game) unit than hundreds and hundreds of 1st levels... Even late in games, when hundreds of a certain creature do stack up, I tend to keep them back for defence whereas I send out the fewer high leveled units out to attack - I just want to keep losses at a minimum so I keep the weaker units, no matter how many I have, away from danger lol.

i dont think any of this matters since the might town blows. so if you really want to continually get your butt handed to you play might!

Usually quality is for creatures and quantity for heroes.
Creatures like nightmare are better in multiple stacks while efreet in one. They both are useful and require use of different strategies (nightmare benefits usually more from chaos magic as it enhances dmg by percentage).
Ogres aren't that bad, they are defensive and usually you meet them only by themselves, not together with tactic hero and thunderbirds (test ogres+lvl4MightCreature+GMtacticHero vs lvl3creature+lvl4creature+GMtacticHero... remember to give number considering breeding pens and GM nobility) if you use nomads too then ogres will have no problem getting in melee fight with no previous losses.
Many people refuse to play against death cos of necromancy, its not that vamps are strong but becose you can get easily a retarded number of them(equilibris fixed this issue and made the choice between lvl3 fair).
Some creatures are faster on the map and then you could do multiple things while with the slower and stronger you could win heavier battles but less frequent(again quality vs quantity).
