Well first, the difference is that the Department of Defense is made up of the actual high-ranked officials (General, Admiral, etc), which usually are old men and somewhat fat.
But that's beside the point!
I'm amazed Ash that you think country = government? Especially in your case with low taxes?
When I mean rule a country, I meant that the things which actually make your country 'tick'. E.g: the workers.
In short: your GOVERNMENT is ruled by the department of defense. Example: instead of having a "senate" (or whatever), you have it composed of high-ranked military officials, between Admirals, Generals, etc... not much of a difference

I misinterpreted your sentence then. I thought you said "You can't run a country with soldiers", as in "soldiers can't run the country".

Technically, Generals and Admirals are still soldiers since they had to be soldiers first and they're still serving the military.

That would mean something like "high taxes"
and I wasn't talking about everything being owned by the government, unless people can be owned -- I wasn't talking about authoritarian to that extent.

I would choose number 1. The economy might suffer a little, but I think that if you choose 3 then Civil Rights might be decreased.

Also, I don't understand my new Issue fully:
The Issue
A group of Greenpeace protesters have called for an end to a government proposal to begin damming rivers in Drathirvlos to increase water supplies and generate power.
The Debate
1. "Don't build dams!" shouts protestor Naki Trax through a microphone heavily afflicted with feedback. "Do you know how many fish die in other dams in our region each year? Have you heard of the adverse effects building a dam has on the surrounding environment? Dam up this flood of dams, damn it!"
2. "Think before you open your mouth," says engineer Gregory Rifkin. "While Drathirvlos may have to pay the price in animal diversity, as well as adverse effects on the environment, do we really want fossil-fuel based plants polluting Drathirvlos? If you use your common sense, I think you'll find that damming some rivers would be a good idea. Plus, think of how much the economy would benefit from all the jobs these projects would create."
So, what does 2 mean? It destroys the environment but then I won't use fossil-fuel based plants polluting? Doesn't that mean both options would actually destroy the environment in some way, since one of them pollutes while the other damages the environment with dams?
