Here is LOTS of freaking NWCs H5 art.
http://tygriff.tripod.com/project/index.html
Much more then we have seen. They made a lot more progress in H5 then I thought, I guess that they had already begun brainstorming for H5 when they released H4.
And I guess that Nival/Ubisoft already works on H6.
Hell, you even see the animations and stuff.
I count 6 factions judging the screenshots, although I guess Orcs, Demons and Wizards would come later.
1. Lizard
2. Fairy
3. Dungeon
4. Necro
5. Haven
6. Norse
Is it only me, or does the animations and their names (scouting unit etc) hint at the they were making a HEROES RTS!!!???

Yes, some designs remind me an awful lot of war of the ring (lotr RTS predecessor of BFME)

Hell, it makes perfect sense.
Either NWCs H5 was to be an rts - or they made both an rts and turn-based game.
I mean, "rescourse collector" wtf?
omg

Don't worry, it was still an RTS. There are interviews with JVC to prove that.

Omg that would have been so cool!!!!!!!!!!!!!!!!!!!!!!
Now Ubisoft has to steal the idea and make a HoMM RTS based on Ashan

It wasn't, really. Not all of the screenshots on Ms. Iwata's site were for the NWC Heroes V.
The low-poly RTS-style characters were probably for Dungeons and Dragons: Dragonshard, another game she worked on (though I'm not sure, since I've not played it).
I don't have the time at the moment to dig up the interviews with JVC, but Heroes V was definitely going to be a pure TBS all the way.

Eh... I was affraid that when you get the links posted that it'll end up this way. The only Heroes of Might and Magic V assets made by Tracy Iwata got posted in my posts earlier.
The other pieces of rendered artwork as well as the animations were made for different games. Be carefull, as not everything you see on an artists website is from one game. Don't start creating theories before you know what is what.
I'm not saying there couldn't be a Heroes RTS in development (though I naver heard any rumors about it) but it's quite obvious that if there was, than no images from it would end up on a webpage of an artist which was working on a different title (i.e. Ms. Tracy worked on Heroes V which means she wouldn't have time to make another game in the same time).
@Xerox: I forgot about one more thing, the harbour like city which you asked about was supposed to be Academy.
