I'd say that it was a typical redneck perception of Germans - one that I hear at least once a week. If there was a photo of, say, Garry Kasparov with a hammer and sickle on his arm and a speech bubble that said, "Long live Stalin!" I wouldn't be offended one bit.
Also, I'm a quarter Jewish, so it could possibly offend me, but it doesn't.

The simple fact regarding KD is that he has broken numerous rules numerous times. He was allowed to continue posting under a new username in spite of the rule, with the condition that he change his posting style and stop being a constant thorn in the side of other posters.
He has clearly not kept up that end of the deal, many members have complained about his conduct and spamming. This has NOT been contained to the VW as I had to give him a silence for repeatedly spamming nonsense in tavern.
With regards to the issue of racism, some of you already know that I have become so disgusted with it here that I refrain from reading the OSM unless I am called there by a member who believes I am needed. So I am not going to discuss it further now - but I will say, that even though the VW is a place for spamming - it is not a place where the CoC does not apply and everyone should keep that in mind.
Ultimately with regards to KD - I am 100% in support of a ban, he was given a second chance and he has shown us that he is not able to post here without offending and upsetting other members.

What would a ban help? Sure he deserves a ban and all cause he have breaked the CoC many times. But hink of it like this. If you would be furious on a black person cause he had insultd you or hitten you or done something bad in real life to you. And you explain your anger in the VW or the OSM and you would say "I hate black persons." cause one or more of them have insulted you for that. Would you get like getting banned? Besides if we ban him he would just create a new account and the whole thing would start all over again.

I certainly wouldn't go around saying that, maybe I'd rant and say "I hate the person who hit me" but using the phrase above is just a prime example of generalisation and ignorant prejudice

What I find interesting is, if Drako has broken the CoC so many times (as stated by members and mods) with his new nick and didn't change his style as promised...why doesn't he have a single penalty on this new account??

You didn't get the point...again. It is told he broke the CoC with his current account "Drako_the_noob" many times. So he should be banned now. But he didn't recieve any penalty with this account.

I applied silence instead of a penalty because I did not know/understand how the other moderators were handling him.
I can certainly rectify the penalty issue right now if it's needed
My view is this: members who were banned should not be allowed to return unless Valeriy has given them permission. I was not fully aware as to why or how it came to be accepted that he was back and posting again, but I didn't want to step on anyone's toes.
(Angelito I'm happy to discuss this with you further in HQ or HCM)
What I do know, is that KD was initially banned for excessive provocation of other members and the cycle seems to have continued again.

KD was never banned, as far as I know. He just didn't like having penalties on his main account, so he created another one, and when it was discovered to be him (which didn't take long), he created this one, after a while.

As you already noticed, the CoC was updated recently. Main reason have been the discussions about what is racism, nationalism etc..
This issue here about the drawing of Drako_the_noob was a reason too of course.
Decision made about user "KnightDougal" alias "Drako_the_noob" alias "Unhackable":
- All clones of KnightDougal have been banned now. (If there are any more, please let us now). His flood protection was set to an "acceptable" () level.
- Any further creation of a double account will lead to a penalty and a deletion of that new account of course.
