Hi all.
I've questions.
1. Is legal when my hero have 22lvl?

Level 22 is allowed but absolute abilities aren't, reason you were able to get it is because of that shatter dark hut plus dark revelation. So I'll either have to make a specific rule not to use absolutes or make max lvl 21. Possibly the latter to avoid any kinds of misunderstanding.
Here even if you spend all your wyvern money on the mentor the rest of your army can still get insanely buffed with 500 starting rage.

Yes Elvin, I rather play against Meave with poor Svea once per 10 battles than have this Meave as an enemy in almost every three battles against Haven. Her approx 50% bonus to the initiative is like Warp Speed  With no dark, good luck to all... Whenever she appears she will be picked. Same with the rest mentioned...They are strong.
And I wouldn't like it the old way with no special. But if you are forced to play some hero you need to show more skill and think of something up when you have such combination like Naathir vs Marbas. There is also a flip side to the coin named "tavern". When You see your opponent has Naathir you can take Marbas from the tavern. Just need to wait few minutes and see on which hero the opponent has decided. Flexibility becomes inflexibility this way or another. With Tavern it's even easier to pick Anti-Hero than from ordinary draw. The probability for killer heroes is bigger when You have 2 rather than just one Hero available.
But never mind, the tavern won't be deleted...
As for library. 2 points of attack give the same bonus as 2 knowledge to the machines. Might versus magic is such a rare skill ( nobody takes that if he hasn't got at least 6 or 8 spell power, even for that you usually need some artifacts) that I treat that line as a little joke from your side  Moreover, 1 spell power less from enemy hero won't save and help anybody. 2 points of attack and defense are much more useful.

I am not convinced orcs need even more might. As for Maeve I could tweak her a bit, some racials are indeed over the top.
As it is which heroes do you consider outrageous due to specialty power? I doubt most would mind a slight rebalancing since they'd retain their individuality without being too strong. I could possibly return Helmar with a reduced chance for sacred hammer to trigger.

Suggestions:
- Maeve haste bonus halved, 51% instead of 61% at lvl 21. Expert haste is normally 40%.
- Anwen 1% instead of 2% avenger boost. That's +21% dmg to avenger at lvl 20 instead of 41%.
- Vladimir's raise spellpower increased every 4 lvls(maybe 3) instead of 5. It's pretty mediocre with extra raising power 120hp at lvl 21. Bonus per 4 levels would be 150 or 210hp per 3.
- Helmar's bonus at 41% instead of 80%, still triggers often but it is unlikely to trigger on all units.

As promised here it is, version 0.98 Used sendspace, hope you can get it from here
- Library swapped with crystal of revelation.
- Campaign heroes finally enabled.
- Level cap is removed, dark revelation can get you lvl 22.
- Because of that I'll have to create a new rule, no absolute abilities. Orcs with shatter dark hut and Godric would otherwise be possible to obtain it.
- Hero specials tweaked: Sacred hammer, sword of sylanna, windrider, shadow dancer bonuses reduced, reanimator slightly boosted.
From orcs they are Quroc(blood drinker) and Gotai(warchief).
Hangvul(keeper of the flame) from fortress.
Alaron(elven fury) and Findan(storm of arrows) from sylvan.
Giovanni(soulhunter), Nicolai(reanimator) and Ornella(vamp princess) from necro.
Biara(gate keeper) and Guarg(mindreaver) from inferno.
Ylaya(dark mystic) and Shadya(shadow dancer) from dungeon.
Zehir(master of elements) from academy.
Godric(paragon knight), Gabrielle(griffin trainer), Alaric(windrider) and Laszlo's evil twin from haven.
Those that are clones replace the old ones(ie Alaron instead of Talanar, Nicolai instead of Vladimir). Alaric has basic instead of expert offense to put him on par with other heroes.
Now if I could only tweak Ossir's starting army.. His arcanes are already a pain and he brings more with him

Imagine that I realized what was wrong with adding campaign heroes just the other day. Apparently scenario hero should say false, not true 
Anyway thanks to albolabris I've spotted a few issues:
- I always considered Godric's special the opposite of Deirdre's it actually doubles the initiative bonus. Godric will be disabled.
- Perhaps I was hasty with Ornella, +5 power to dark is huge. She will get adv dark.
- Hangvul also starts with blind that I had overlooked. Spell will be removed.
Another few things that addressed.
- Found how to disable random weeks so no chance to start with week of balance or anything remotely broken.
- Gotai's mana reduction rebalanced. He already gives a good rage boost with each warcry, let's not allow him to cast fear for 1 mana
- Shadya's special now is on par with evasion than 41%.
What remains is tweak Ossir's starting army and I'll post the next update.
