Here's an easy one:
Some guy was in a town for a day, and needed a haircut. The town has only 2 barbers (and prices for both were the same). So instead of going randomly to one, he decided to choose based on expertise. First one had a very clean place and very neatly shaved. The second barber's place was a complete mess and he didn't have a haircut for years.
He chose the second. Why?

@Mvass oh come on now. 
@TD Just a wild guess, but he maybe assumed that the mesh (a lot of hair) meant the second guy was very productive, and that maybe they don't barber themselves in this town, so the second guy is the experienced one.

With that, the second may be more productive or just lazy. He chose it because he knows he's good at it. How so?
EDIT: Oh I see you said "they don't barber themselves in this town", which is such a hint that it would solve it anyway.
The first barber was very neatly shaved and had a good haircut -- someone must have done it. Since there's only two barbers in town, the second guy must have done it. So, he knows what the outcome will be. 
On the other hand, just because the second barber doesn't have a haircut doesn't mean the first one is not experienced -- he may just not want to be. BUT that's uncertainty, and seeing the first one, he already knows the second one is very experienced.

Did he see him before or during work?
