If that becomes true, it's already beyond current expectations.

Do they say how much of this process will take place before game release ?

This process is long it will even continue after release. Same as it was with other Heroes games.

Hopefully they can balance/patch issues that involve more than changing numbers. In H3, after release they had to remove the rehiring of heroes with full initial army, but that was about all.

When i arrived to HC for HV things were already "polished" so i didn't experience this ...uhmmm experience.
The game is green even for a Beta, being a developer myself i would be ashamed of my product if it were so incomplete. Don't even mind bugs, there are things that are not related to code like game mechanics that should already be on track.
Bought the freaking game just to support it and because in a couple of iterations or years and expansion sets it will be the game the Community was expecting.
It would be really cool if for H8 they would like hire a couple of guys from the HC to speed this snowy process.

Indeed. It looks like the game release will be the beta, which sadly wouldn't be a first time...

I'm starting to feel sorry for the devs at Limbic. I don't think they are that big of an experienced studio, and while you could say it's their job and they wanted(?) this project so it's their responsibility I can only imagine how things look when your work under a company like Ubisoft. Pressure, pressure, deadlines, "our hype machine is already rolling so you have to adapt" etc. That's why we're getting such a half-finished game: it's not ready yet Ubi wants it "to be ready"...
Plus Ubi is probably like "for such a niche an unimportant game you're taking a lot of cash and our precious resources, shame on you!". And, like someone said, the beta was probably an operation to make people pre-order the game.

It does have a Diablo 3 feeling. They say the game is sort of playable now, after the Expansion. But I have no mood or wish to play it anymore.
I'll just give my usual wide berth to this H7. I have assumed the principle that a game must be good since the beginning (by good, I don't say buggless) - following one's standards - and must not depend on expansions or dlcs to become interesting, playable.
Anyway, I'm sure someone out there still think H7 is quite a good game. God bless and good luck.

I got quite hooked on Heroes 7 Beta and was sad to see it finish so early. After days of trying to make my legal version work I decided to download cracked version! And now I'm happily playing again and again
Ah, almost forgot. Here are some good and bad things about that pirate beta:
Pros:
1. Well.. You can still play the beta! Indefinitely.
2. You have access to all factions incomplete data - heroes names and skills for example.
3. You get to hear all faction music themes.
4. You also get a sneak peak into unique town buildings of all factions!
5. Creatures stats, costs and abilities are there too! Just don't forget they are obviously incomplete and unbalanced.
Cons:
1. It is very difficult to find a working pirate version.
2. It's exponentially more difficult to find a patch for it!
3. You get to experience even more crashes and glitches than in the original!
I can share the links privately.

Hm, to be honest it didn't quite resonate with me yet. I loved Sylvan theme though..
When I get home I will give it a good listen but in few words now - it's less "elven" and more "sinister" and "suspenseful".
