You just have to place stuff nearer to each other when making a map.
Or place a lot of roads.

It should be possible for Heroes to be set as Governors in spite of not having any abilities as one, because as you get levels you might end up skilling one or two and it's just bothersome to have to come all the way back to your town to set yourself as one.

So I played a bit more and here's an updated list of things, if anyone's interested.
Also I don't have permissions to post on the ubi beta forums for some reason, so anyone can feel free to repost it there, if they want.

Quote:
UI and Controls
---------------------
-missing info about heroes in game lobby like might/magic type, class and starting creatures
-missing random faction select in the lobby
-starting positions are not displayed on the map preview in the lobby
-can't double click on a unit portrait to display detailed info, same with heroes in towns
-can't view quick creature window by just holding right mouse button in combat (have to close it)
-can't rotate the camera with right mouse
-can't cancel spells or hero attack with right mouse button
-no health bars for units under their count in combat like in H6
-creature counter in combat is not colored differently when it has buffs/debuffs (though I noticed the portrait has an up/down arrow, maybe add that to the creature counter on the battlefield)
-no reminder when there is a hero with movement points left or town with building available
-sleep/wake up a hero for ignoring above reminders
-no AI's turn progress bars
-spellbook doesn't remember the category/filter, which was used before
-build window won't close after building something to show where the building appeared, also there's some kind of a delay
-have to triple click to recruit a unit instead of double click
-don't force heroes to step outside of a castle when clicking on their portrait, maybe add some button that will do that next to their portrait or place their miniaturized portrait somewhere else

Graphics
---------------------
-game map and cities need more contrast, it's like I am looking through a grey filter
-things seem somewhat blurry (maybe it's because the awful contrast)
-ranged creatures shoot through walls during a siege
-breaking garrison walls looks really weird

AI
---------------------
-won't block ranged creatures when has a chance in combat, doesn't flank
-on the adventure map it just wanders around and doesn't even clear it's starting area
-too slow, it's like the game is waiting for animations to finish even if they are hidden in a fog of war
-makes the game stutter a lot when it's the AI's turn
-support units healing creatures that don't need it instead of injured ones
-warfare units take too long to do their action

General functionality
---------------------
-save files don't remember hero paths

Design
---------------------
-no spell book hero item
-no starting bonus
-no backpack/universal artifact slots (like having 3 slots for the same artifact category)
-no rings artifact slots
-no belt artifact slot
-neutral creatures never flee by facing too big army (option to let them or chase)
-whirlpools don't kill creatures in hero's army


I'll post bugs I've found in the other thread.
