Didn't say that. They are supporting the game with facebook updates, game-site press releases, youtube clips (like those great speed-drawing ones), and a website with a lot more content than most games ever get. Paying for advertising before the game is available is less effective, and extremely costly. It's not Ubisoft's job to placate the ardent fan's need for a continual drip-feed of new content.

Yes, they are doing wonderful job indeed. The fact that a large number of people found about the project by pure accident and still many more don't even have a clue that Heroes VI is being developed is just a coincidence. The other fact - that we still don't know more than half of the details about the game that they are supposed to sell us in the end - is yet another coincidence. Regarding the "Facebook updates" and especially the site - better not comment.
