I would personally guess that it doesn't have much to do with laws that people have sex with their family members. At least it's not the case for me, and I shamelessly extrapolate this belief on to most people.
I am not a social intelligent person myself, so I don't understand the big impact of groups of people isolating themselves, or why specific sex partners even mean more isolation.
In any regard, to those who don't think it's a good idea, what are your suggestion for me to do then?
PS: I'm quite convinced JJ is right, they're certainly not trying to make babies (at least I hope not!!!).

I can only imagine there are some serious emotional issues as to why this brother and sister are having sex??? Normally it isn't something most of us think of. I have a younger brother and never once thought of him in a sexual way. In fact, I'm still not thinking about it now, and I still shudder ... ugh.
My father once dated a woman who confessed to having sex with her son. Needless to say that ended the relationship with my dad, but he did tell her that she and her son needed psychological help and pressured her into seeking some, before running a mile.
Despite all the joking, and 'ooh incestuous hot twin sisters getting it on' scenario that seems so popular with guys , and the obvious birth defects that can come from incestuous offspring - I can only imagine the emotional turmoil that eventually surfaces. The guilt and the disgust.

isn't it a legend, those birth defects? I can understand the problems if we have a limited pool of genes, but here we're just talking about 2 people, it's not going to have a big impact, if any.
or in that case, is that wrong then, if you have several children with the same partner, instead of varying the genes pool? that's funny, because most people see no problem with that, they even tend to think the other way is wrong.
and about sex between siblings, don't know what is supposed to be wrong about it, well, if you think rationnaly. I guess one day some fanatics zealous religious guys said it was wrong and you would go to hell for doing it.
in a way, it's kinda weird that to many people, it seems to be an even bigger issue than... wars for exemple.
what you should do?
keep it to yourself and tell them to be discreet. if the information spread, your friends may have some serious problems. actually I have a friend with a similar problem (not identical, but about sex too) it spread and you can imagine what her reputation is now...

A close friend came to me crying the other day, telling me how she has problems at home, hates her mother and have generally nowhere to go. And I was standing there, like a complete fool, not having any idea at all on what to do, I did my best to make her feel better, but in the end, nothing I could do would help. What would you guys have done?

Had a similar situation - gave her a hug, told her I'm here for her whenever she needs me and told her that whenever she feels like some time off she can crash at my place for as long as she wants to, no questions asked no permission needed... She did so btw, we're still close friends after almost 10 years, she's still not cool with her folks.
Basically you need to show support in whichever way you can, let her know she's not alone.

is she your age?
She's probably rebelling against her mother. Best to try to convince her to start a dialog with her instead of flying into teen rage/emo/destructive moods.

Sorry, have a clear rule of not killing children and women, her mom indeed was a woman hence problem unsolved
As friends it is up to us to help our friends solve their own problems by supporting them, solving their problems will teach them nothing but becoming dependant of others, world is sometimes a tough place, we all need to be able to face adversity - it makes us stronger
Edit : as doomf suggested if dialogue is indeed a posibility that's a great idea
