Soul Hunters themselves cannot control these ghosts; their role is to subdue and chain them using guardian glyphs, psychic cages, sometimes even magical chains.
Transformation into a Ghoul is used as the ultimate punishment in Heresh, and is a means of permanently removing a soul from the cycle of death and transformation.
...yeah, "voluntary" isn't the word I would use.
Pretty sure "permanently removing a soul from the cycle of death and transformation" out-evils whatever you think the creation of beastmen entails.

1) Beastman ARE still made by house Chimera. It is a hause specialized in magical merging of life forms. They still create new form even after the revolution, and ofcource they breed them.
2) The a way,how beastman were created, has actually been described... I'll try to find it. But it should be similar to the Kelpie part from Heroes VI, and similar to the orc creation, as they were the basis for them.

House chimera wizards moved to Karthal,free cities and the most to Hashima!
You have very few knowledge for a faceless...
And they saved the criminals giving them power!

Hey Brainless! no they have not. They are still a working functional part of the academy at the time of Heroes VI, they only lost their grace, It was not until much later after H6 that they moved to Karthal.
Try to look up the PoSS DLC. Falagar is a member of house Chymera who travels to Karthal to negotiate with the Karthal League. And not even 10 years after HVI do they have power over the City (MaM X).
Get your ship together :-D.
Hause chymera has left the Silver cities after the CW but Has never stoped to exist, has never even became weak. They are one of the 3 most powerfull houses in Academy, and their impact is strong even after their main leaders have decide to part with the other Hauses.

Ok,ok as the wizard of the Light and brother of the first of the circle,Zehir I will solve my dear mates your queries.
House Chimera has been destroyed in the second eclipse.The wizards of this house of wizardy are being called Crimson wizards.
When the house was been destroyed some of hte crimson wizards went to agyn peninsula to built a city,the strongest of all free cities,the legendary Karthal.Other went to other free cities.Some others moved to Hashima in the lotus empire and made a strong friendship with nagas.
None does not create beastmens then of that!

You have right I dont know it!I just wanted to defend Academy telling imaginative storyies...Just I dont like the fact that they may continue do expirements to people.But I still believe that doing expirements to criminal is not that bad thing....but still is bad...

What will not change is academy being one of the most amoral factions. When the ends justify the means there is a lot of room for atrocity, even in the name of 'good'. Just like in the old academy.
